Non-Emergent Medical Transportation Services - Phoenix VA Healthcare System

The contractor shall provide non-emergent wheelchair, stretcher, and ambulatory transportation services on an as-needed basis, 24 hours a day, seven days a week, including weekends and holidays. Services include pre-arranged, scheduled, unscheduled, and will-call door-to-door service from beneficiaries' residences to medical appointments, discharges from PVAHCS inpatient wards and the Emergency Department, and transports to and from contracted nursing homes. The contractor must provide two on-site Transportation Coordinators for the PVAHCS VA Travel Department, utilize the VetRide Vendor Portal for trip requests and invoicing, and maintain vehicles with specified safety equipment including forward and aft looking cameras with audio recording. Performance standards require 95% on-time pickup within 30 minutes for scheduled trips and within 1 hour for unscheduled trips, with 20-minute timelines for dialysis, hematology/oncology, radiation, and oxygen patients. The contractor must also provide a Quality Control Plan, comply with HIPAA, and ensure all personnel undergo background investigations.
