This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.201, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QH0000061 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).
The applicable North American Industry Classification Standard Code is 334511. The small business size standard is 1,350. This is an unrestricted requirement. All responsible sources may submit a quotation which shall be considered by the agency. It is anticipated that a firm-fixed price purchase order will be awarded on a sole source basis to the manufacturer, Palomar Products Inc (Cage Code 00816), for the purchase of Digital Crew Unit (DCU) spares.

The contractor shall provide 30 units of the Digital Crew Unit (DCU), part number 1188200-115, NSN 1680-01-HS3-3084, manufactured by Palomar Products Inc (Cage Code 00816). All parts shall be NEW approved parts. The contractor shall furnish a Certificate of Conformance (COC) in accordance with FAR clause 52.246-15. Delivery shall be F.O.B. Destination to the USCG Aviation Logistics Center, Receiving Section, Bldg 63, 1664 Weeksville Road, Elizabeth City, NC 27909. The contractor must provide full and clear traceability with delivery of each part, and a properly completed DD Form 250 or commercial shipping document. Packaging shall comply with ASTM-D3951-15. The contractor's standard commercial warranty will suffice. The contractor must provide a Certificate of Airworthiness or Equivalent in accordance with FAA procedures and a Certificate of Conformance for all items.
