The Department of the Air Force is issuing this Request for Whitepapers to establish an Other Transaction Agreement (OTA) under 10 U.S.C. § 4022. See attachments for further information.
The contractor shall provide all personnel, equipment, materials, and services to develop a comprehensive suite of high-fidelity, as-built 3D models of critical AEDC test facility infrastructure. The initial base phase covers the VKF Yard and Plant (approx. 260,000 sq. ft. footprint / 1,040,000 sq. ft. scan area) and requires final model dimensional accuracy of at least +/- 1/4 inch, delivery of 3D models to a minimum of LOD 350 (including structural, mechanical, and major electrical systems), complete interior and exterior modeling, and delivery of an intelligent process model in Autodesk Plant 3D containing all process piping and testing infrastructure linked to existing P&IDs. Subsequent option phases will scale the methodology to over 2.5 million square feet of facility footprint across the complex. Deliverables include native authoring files (Revit, Plant 3D), 2D drawings (AutoCAD DWG), registered point clouds (ReCap, E57), and open-standard formats (IFC, NWD). The contractor must also provide end-user training and enable immersive virtual walkthroughs.
