  1. DESCRIPTION OF REQUIREMENT

Market research, including a Sources Sought Synopsis (FA8214-25S-FT3PD) and Pre-solicitation Notice (FA821426RB004-PRESOL), concluded that Boeing is the only source with the unique technical data, specialized engineering expertise, and established manufacturing infrastructure required to meet the Government's strict performance schedules. Award to any other source would result in an estimated minimum duplication of $80M in costs and an unacceptable delay of at least three (3) years.

  1. PROGRAM SCOPE & REQUIREMENTS

The resulting contract is anticipated to be a Firm-Fixed-Price (FFP) vehicle containing the following primary parameters:

  • Quantity: Production and delivery of twenty-five (25) FT3 flight test kits.

  • Delivery Schedule: Just-in-time delivery to Vandenberg Space Force Base, CA, precisely 120 days prior to scheduled Operational Test Launches (OTLs).

  • Period of Performance: October 2027 through September 2035.

  • Total Estimated Program Value: Approximately $955M (including potential future procurements executed under an approved Class J&A).

  1. SUBMISSION INSTRUCTIONS & INTEREST

This notice is not a request for competitive proposals, and a written solicitation will be issued directly to The Boeing Company. However, any responsible source that believes it can meet these requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Information received will be evaluated solely to determine whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
