The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for polymer sealant. The compliant material is available solely from Goodrich Corporation, as the required compound can only be purchased through Goodrich. The NAICS code is 326299 and the business size is 650 employees.
The proposed purchase order is being solicited on a sole-source basis to Goodrich Corporation. The proposed action is for polymer drums, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Goodrich is the only source of the required support, with no compatible material on the market. The NSWCCD intends to award a firm fixed-price purchase order to Goodrich Corporation using Simplified Acquisition Procedures.
Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 12:00 PM Noon 14 August 2026. This notice of intent is NOT a request for competitive proposals. However, all responses received by 12:00 PM on 08/14/2026 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The contractor must provide 1800 lbs of NGD-9 Side A (isocyanate terminated urethane prepolymer) in four drums and 882 lbs of NGD-9 Side B (castable polyurethane) in two drums, conduct DMTA testing for material qualification, and arrange climate-controlled shipping to maintain 75-90 degrees Fahrenheit. Delivery is to NSWCCD Carderock, Building 143, 9500 MacArthur Blvd, West Bethesda, MD 20817, no later than 90 days after receipt of order. The material must pass the two-part material procurement specification defined in NAVSEA Drawing 690 6726599, Rev. A.
