Enclosed is a Request for Quotations (RFQ) for one (1) articulating boom lift. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on Standard Form 1449 that follows this letter.
The U.S. Government intends to award a purchase order to the responsible company submitting an acceptable offer that represents the best value to the Government, price and other factors considered. We intend to award a purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
Quotations are due September 18, 2026, at 3.00pm. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.
Your quotation must be submitted electronically to Bridgetownprocurement@state.gov. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

The contractor shall furnish one (1) new, unused, current production, self-propelled articulating boom lift (manlift) suitable for industrial maintenance, construction, facility operations, and utility work at U.S. Government facilities. The equipment must comply with ANSI A92.20, ANSI A92.22, ANSI A92.24, OSHA 29 CFR 1910, OSHA 29 CFR 1926, and ISO 18893 standards. Minimum performance requirements include a working height of 66 ft, platform height of 60 ft, horizontal outreach of 36 ft, up-and-over height of 25 ft, platform capacity of 500 lb unrestricted, and occupancy for two persons plus tools. The lift must have a Tier 4 Final diesel engine, four-wheel drive, oscillating front axle, foam-filled rough terrain tires, hydraulic leveling system, and various safety and control features. The contractor shall provide one operator training session and one maintenance training session, each minimum four hours, with training materials. The warranty includes a one-year comprehensive machine warranty and a five-year structural warranty, with all warranty, repair and service requirements performed on the island of Barbados. Spare parts include engine oil filters, fuel filters, hydraulic filters, air filters, hydraulic oil, drive belt, fuses assortment, and operator keys. Acceptable manufacturers include JLG Industries, Genie, Haulotte, MEC Aerial Work Platforms, and Niftylift.
