The requirement is for non-personal, Contractor-Owned, Contractor-Operated (COCO) fuel storage, operations, and distribution at two locations on Fort Bragg, NC. The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of the COCO fuel facilities at DFSP Fort Bragg, NC
The contractor must operate, maintain, manage and provide Contractor Owned Contractor Operated (COCO) retail/bulk fuel services at two locations on Fort Bragg, NC: the East Bragg Facility and the 82nd Airborne Facility. Services include receiving, storing, handling, and issuing/selling DLA Energy fuel products (F24, ULSD, and MUR), performing fuel operations, inventory management, quality surveillance, maintenance, training, safety, and environmental protection. The contractor must provide all facilities, equipment, and personnel necessary, including fuel storage tanks (90,000 gallons for F24, 20,000 gallons for ULSD and MUR at each site), retail dispensers, bulk loading points, an operations building, backup power generators, leak detection systems, and security video surveillance. The contractor must also submit various plans (Staffing, Training, Operations, Inventory/Accountability, Quality Control, Safety, Security, Environmental Protection, Maintenance, Contract Compliance, Property Restoration, and Contract Contingency) for approval.
