DESCRIPTION

The 20th Special Operations Aircraft Maintenance Squadron requires two new, unused, current-production compact mini crawler cranes/spider cranes to support CV-22 aircraft maintenance lifting operations.

The cranes will be used in restricted-access and limited-maneuverability areas where hangar lifting equipment, fixed lifting equipment, or conventional mobile crane support is unavailable or impractical. The cranes must be suitable for aircraft maintenance operations on paved and unimproved surfaces and must be sufficiently compact and transportable to support temporary-duty, deployed, and austere operating environments.

Each crane shall be furnished as a complete and operational system. The acquisition also includes the accessories and support items identified in the solicitation pricing schedule, including:

Single-person, boom-tip-mounted work platform;

Heavy-duty protective crane covers in tan;

Non-marking tracks suitable for aircraft maintenance and hangar environments;

Hydraulic tilt-deck trailer;

Track mats;

Two-year spare-parts and maintenance-support package;

Manufacturer warranty coverage;

Manufacturer operating, maintenance, safety, and technical documentation;

Parts availability; and

Technical and maintenance support.

Operator training is not required under this acquisition.

2. Brand Name or Equal

The brand-name reference is SpyderCrane URW375/URW376 or equal. The brand name is used to describe the configuration, quality, compact transportability, lift performance, controls, safety systems, accessory compatibility, field-operating capability, and supportability required to satisfy the Government's aircraft maintenance mission.

Use of the brand-name reference does not preclude competition. An equal product will be considered when the quoter demonstrates that the offered product meets or exceeds every minimum salient physical, functional, and performance characteristic stated in this solicitation.

FAR 52.211-6, Brand Name or Equal, applies to this acquisition.

3. Minimum Salient Characteristics

A. Configuration

The offered product shall be a compact, crawler-mounted mini crane/spider crane suitable for aircraft maintenance lifting operations in restricted-access and limited-maneuverability areas.

The crane shall include a hydraulically telescoping boom, crawler-mounted mobility, and a multi-position stabilizing outrigger system capable of supporting safe lifting operations.

B. Load and Working-Radius Capability

Official manufacturer load charts shall demonstrate that the offered crane is capable of safely lifting not less than 5,000 pounds at a 10-foot working radius.

The documentation shall identify the applicable:

Boom length and configuration;

Working radius;

Outrigger or stabilizer configuration;

Parts-of-line and hook-block configuration; and

Operating conditions or limitations applicable to the rated capacity.

Maximum advertised crane capacity alone is insufficient. The required capacity at the specified working radius must be shown in an official manufacturer load chart.

C. Hook Height

The crane shall provide a hook or boom-tip height of not less than 41 feet, without relying on a modification.

The quoter shall provide official manufacturer documentation identifying the offered crane's maximum standard-boom hook or tip height and any applicable operating limitations.

D. Load-Chart Verification

Official manufacturer load charts must show rated lifting capacities at the applicable working radii, boom configurations, outrigger configurations, and hook heights.

Generic capacity statements, maximum-capacity ratings, marketing literature without a supporting load chart, or unsupported statements from a dealer or reseller will not satisfy this requirement.

E. JP-8 Fuel Compatibility

The crane shall be furnished in a manufacturer-approved configuration capable of operating on JP-8 fuel.

The quotation must include written documentation from the original equipment manufacturer confirming JP-8 compatibility. The documentation shall address:

Engine compatibility;

Fuel-system compatibility;

Emissions-system compatibility;

Manufacturer warranty coverage during JP-8 operation;

JP-8-specific maintenance requirements; and

Any restrictions, limitations, or required modifications associated with JP-8 operation.

A general diesel-fuel rating or an unsupported dealer, distributor, or reseller statement is insufficient. The proposed crane will be determined technically unacceptable if the manufacturer does not confirm JP-8 compatibility.

F. Mobility and Transportability

The crane shall be crawler-mounted and suitable for operation on unimproved surfaces, ramps, and limited-access aircraft maintenance areas.

Travel or fully stowed dimensions shall not exceed:

Width: 51 inches;

Height: 71 inches;

Length: 171 inches; and

Crane weight: 8,760 pounds.

Dimensions shall be measured with the crane in its normal transport configuration, with the boom, outriggers, hook, and permanently installed equipment fully stowed.

The crane shall be sufficiently compact and transportable to support the Government's aircraft deployment and transportation requirements.

G. Stabilization

The crane shall include an outrigger or stabilizer system capable of supporting safe lifting operations on paved and unimproved surfaces.

The system shall include outrigger and boom interlocks, stability monitoring, or an equivalent manufacturer-installed system that prevents crane operation outside the authorized load and stability configuration.

H. Operator Controls

The crane shall include:

Full-function wireless or radio remote-control capability;

Onboard operator controls;

Variable or proportional controls suitable for precise load positioning; and

Emergency-stop capability.

The control system must permit safe and precise load positioning in restricted aircraft maintenance areas.

I. Safety Systems

The offered crane shall include, at a minimum:

Load Moment Indicator or equivalent rated-capacity monitoring system;

Anti-two-block system;

Over-winding prevention device or equivalent protection;

Automatic winch brake or equivalent braking system;

Emergency-stop capability;

Outrigger and boom interlock monitoring;

Hydraulic pressure-relief protection;

Minimum wire-rope automatic stop or equivalent protection; and

Automatic hook-stow system or equivalent secure transport configuration.

Safety systems shall be installed or approved by the original equipment manufacturer.

J. Boom and Crane Operation

The crane shall include:

Hydraulically telescoping boom;

Continuous or unrestricted 360-degree swing operation;

Positive boom and hydraulic holding valves;

Onboard diagnostic capability; and

Rated-capacity monitoring appropriate for the crane's boom, radius, and outrigger configuration.

K. Accessories

All accessories shall be compatible with and approved by the crane's original equipment manufacturer.

Accessories shall not invalidate or reduce the manufacturer's crane certification, safety rating, rated lifting capability, or warranty coverage.

The boom-tip-mounted work platform must be approved for use with the offered crane and include all required attachment components, controls, safety devices, and documentation.

The non-marking tracks shall be suitable for use on aircraft maintenance and hangar flooring.

The hydraulic tilt-deck trailer shall be sized and rated for safe transportation of the offered crane and the associated accessories. The trailer shall include all necessary tie-down points, ramps or hydraulic loading components, and track mats identified in the pricing schedule.

L. Warranty and Support

The offered equipment shall include the manufacturer's standard commercial warranty.

Warranty coverage must remain valid while the crane is operated on JP-8 in accordance with the manufacturer's written instructions and limitations.

The contractor shall provide:

Manufacturer warranty documentation;

Availability of replacement and repair parts;

Technical-support contact information;

Maintenance and service support;

Operating and maintenance manuals;

Safety documentation;

Illustrated parts information; and

A two-year spare-parts and maintenance-support package as identified in the pricing schedule.

4. Equal-Product Documentation

A quoter proposing an equal product shall clearly identify:

Manufacturer;

Brand name;

Make and model number;

Country of manufacture;

Engine and power configuration;

Any modifications necessary to satisfy the solicitation; and

The specific manufacturer documentation demonstrating compliance with each minimum salient characteristic.

Quotations offering an equal product shall include:

  1. Official manufacturer product literature;

  2. Official manufacturer load charts;

  3. Completed salient-characteristics compliance matrix;

  4. Travel/stowed dimensions and crane weight;

  5. Manufacturer confirmation of JP-8 fuel compatibility;

  6. Safety-system information;

  7. Work-platform and accessory compatibility documentation;

  8. Warranty terms and conditions;

  9. Spare-parts and maintenance-support information; and

  10. Proposed delivery schedule.

The compliance matrix shall identify the specific page, table, chart, paragraph, or document supporting compliance with each requirement.

The Government will evaluate equal products based on the information submitted with the quotation or clearly identified and reasonably available to the Contracting Officer. The Government is not responsible for locating or obtaining information not identified in the quotation.

Failure to provide sufficient documentation demonstrating compliance with every minimum salient characteristic may result in the quotation being determined technically unacceptable.

Unless a quoter clearly identifies its offered product as an equal product, the quoter shall provide the brand-name product identified in the solicitation.

5. Delivery

Preferred delivery is within 120 calendar days after receipt of order.

A proposed delivery schedule exceeding 120 calendar days will be considered less favorable. The Government may determine that a proposed delivery schedule exceeding 120 days does not satisfy the Government's mission requirements and may reject the quotation as technically unacceptable.

Quotations shall state the proposed number of calendar days after receipt of order required for complete delivery.

Quoted prices shall include all freight, transportation, delivery, equipment, accessories, documentation, warranty, and other costs necessary to furnish complete and operational systems at the delivery destination.

  1. Quotation Submission

Quotations shall include:

  2. Manufacturer, brand, and model offered;

  3. Technical documentation required by this solicitation;

  4. Completed salient-characteristics compliance matrix;

  5. Proposed delivery schedule;

7. Evaluation and Award

The Government intends to award a single Firm-Fixed-Price purchase order to the responsible quoter whose quotation conforms to the solicitation requirements and provides the best value to the Government, considering:

  1. Technical compliance;

  2. Price; and

  3. Past Performance

Technical compliance with every minimum salient characteristic is mandatory. Delivery within 120 calendar days is preferred. A proposed delivery schedule exceeding 120 days may be evaluated less favorably or determined unacceptable based on the Government's mission requirements.

The Government reserves the right to make award without discussions. Quoters should submit their best technical, delivery, and pricing terms in their initial quotations.

The attached solicitation, pricing schedule, salient characteristics, provisions, and clauses contain the complete requirements and quotation-submission instructions. In the event of an inconsistency between this SAM.gov description and the attached solicitation documents, the attached solicitation documents shall govern.

Stabilization The crane shall include an outrigger or stabilizer system capable of supporting safe lifting operations on paved and unimproved surfaces. The system shall include outrigger and boom interlocks, stability monitoring, or an equivalent manufacturer-installed system that prevents crane operation outside the authorized load and stability configuration. H. Operator Controls The crane shall include: Full-function wireless or radio remote-control capability; Onboard operator controls; Variable or proportional controls suitable for precise load positioning; and Emergency-stop capability. The control system must permit safe and precise load positioning in restricted aircraft maintenance areas. I. Safety Systems The offered crane shall include, at a minimum: Load Moment Indicator or equivalent rated-capacity monitoring system; Anti-two-block system; Over-winding prevention device or equivalent protection; Automatic winch brake or equivalent braking system; Emergency-stop capability; Outrigger and boom interlock monitoring; Hydraulic pressure-relief protection; Minimum wire-rope automatic stop or equivalent protection; and Automatic hook-stow system or equivalent secure transport configuration. Safety systems shall be installed or approved by the original equipment manufacturer. J. Boom and Crane Operation The crane shall include: Hydraulically telescoping boom; Continuous or unrestricted 360-degree swing operation; Positive boom and hydraulic holding valves; Onboard diagnostic capability; and Rated-capacity monitoring appropriate for the crane's boom, radius, and outrigger configuration. K. Accessories All accessories shall be compatible with and approved by the crane's original equipment manufacturer. Accessories shall not invalidate or reduce the manufacturer's crane certification, safety rating, rated lifting capability, or warranty coverage. The boom-tip-mounted work platform must be approved for use with the offered crane and include all required attachment components, controls, safety devices, and documentation. The non-marking tracks shall be suitable for use on aircraft maintenance and hangar flooring. The hydraulic tilt-deck trailer shall be sized and rated for safe transportation of the offered crane and the associated accessories. The trailer shall include all necessary tie-down points, ramps or hydraulic loading components, and track mats identified in the pricing schedule. L. Warranty and Support The offered equipment shall include the manufacturer's standard commercial warranty. Warranty coverage must remain valid while the crane is operated on JP-8 in accordance with the manufacturer's written instructions and limitations. The contractor shall provide: Manufacturer warranty documentation; Availability of replacement and repair parts; Technical-support contact information; Maintenance and service support; Operating and maintenance manuals; Safety documentation; Illustrated parts information; and A two-year spare-parts and maintenance-support package as identified in the pricing schedule. **4. Equal-Product Documentation** A quoter proposing an equal product shall clearly identify: Manufacturer; Brand name; Make and model number; Country of manufacture; Engine and power configuration; Any modifications necessary to satisfy the solicitation; and The specific manufacturer documentation demonstrating compliance with each minimum salient characteristic. Quotations offering an equal product shall include: 1. Official manufacturer product literature; 2. Official manufacturer load charts; 3. Completed salient-characteristics compliance matrix; 4. Travel/stowed dimensions and crane weight; 5. Manufacturer confirmation of JP-8 fuel compatibility; 6. Safety-system information; 7. Work-platform and accessory compatibility documentation; 8. Warranty terms and conditions; 9. Spare-parts and maintenance-support information; and 10. Proposed delivery schedule. The compliance matrix shall identify the specific page, table, chart, paragraph, or document supporting compliance with each requirement. The Government will evaluate equal products based on the information submitted with the quotation or clearly identified and reasonably available to the Contracting Officer. The Government is not responsible for locating or obtaining information not identified in the quotation. Failure to provide sufficient documentation demonstrating compliance with every minimum salient characteristic may result in the quotation being determined technically unacceptable. Unless a quoter clearly identifies its offered product as an equal product, the quoter shall provide the brand-name product identified in the solicitation. **5. Delivery** **Preferred delivery is within 120 calendar days after receipt of order.** A proposed delivery schedule exceeding 120 calendar days will be considered less favorable. The Government may determine that a proposed delivery schedule exceeding 120 days does not satisfy the Government's mission requirements and may reject the quotation as technically unacceptable. Quotation Submission Quotations shall include: 1. Completed pricing schedule; 2. Manufacturer, brand, and model offered; 3. Technical documentation required by this solicitation; 4. Completed salient-characteristics compliance matrix; 5. Proposed delivery schedule; 6. Proof of Section 889 compliance 6. Warranty and support terms; 7. Quote-validity period; 8. Unique Entity Identifier; 9. CAGE Code; and 10. Evaluation and Award** The Government intends to award a single Firm-Fixed-Price purchase order to the responsible quoter whose quotation conforms to the solicitation requirements and provides the best value to the Government, considering: 1. Technical compliance; 2. Price; and 3. Past Performance Technical compliance with every minimum salient characteristic is mandatory. Delivery within 120 calendar days is preferred. A proposed delivery schedule exceeding 120 days may be evaluated less favorably or determined unacceptable based on the Government's mission requirements. The Government reserves the right to make award without discussions. Quoters should submit their best technical, delivery, and pricing terms in their initial quotations. The attached solicitation, pricing schedule, salient characteristics, provisions, and clauses contain the complete requirements and quotation-submission instructions.
