The purpose of this modification is to:
Site visits will be held 08/18/2026 at 10:00 only. At that time, the Facility Point of Contact will be reached and will meet with the contractor at the entrance to the facility. The Facility Point of Contact will escort the contractor to the installation location.
This solicitation is for a new 5‑year, firm‑fixed‑price contract for quarterly, biannual, and annual preventive maintenance of the Water Purification System at USDA’s National Center for Applied Plant Protection in Laurel, MD. The base period is 12 months with four 12‑month option periods. The contractor must provide all materials and services required in the Statement of Work.

Interested vendors must submit a complete package—including the SF‑1449 and Attachment 2 (Labor Exemption Form)—via email by 12:00 PM (EST) on 08/17/2026. Use the solicitation number in the email subject line. Incomplete packages may be deemed ineligible.
Site visits are by appointment only and require coordination with PPM/EPM. Government‑issued photo ID is required. Upon arrival, the Facility Point of Contact will escort the contractor. For scheduling vendor visit days, contact:

The contractor must provide all labor and materials for quarterly, biannual, and annual preventive maintenance of the Water Purification System. Quarterly tasks include inspecting and recording activated carbon filter performance, function checks of water softener, reverse osmosis, and storage tank, replacing reverse osmosis pre-filter cartridge, filling brine tank with salt, and inspecting system feed water chemistry and performance data. Biannual tasks include exchanging carbon tanks, documenting final water quality, and exchanging mixed bed DI. Annual tasks include replacing vent filter and performing maintenance on the vent filter assembly, sanitizing reverse osmosis unit, performing maintenance and sanitizing storage tank, performing maintenance and distribution loop piping, and replacing UV bulb.
