Contractor-owned, Contractor-operated (COCO) bulk retail services at two locations on Fort Bragg, NC.

The contractor shall operate, maintain, manage and provide Contractor Owned Contractor Operated (COCO) retail/bulk fuel services at two locations on Fort Bragg, NC: the 82nd Airborne Site (Area A) and the East Bragg Site (Area M). The contractor must provide all personnel, equipment, facilities and material necessary for fuel operations, including receiving, storing, handling, and issuing DLA Energy fuel products (F24, ULSD, MUR). The contractor must perform maintenance on all facilities, buildings, grounds, and equipment in accordance with UFC 3-460-03 and best commercial practices. The contractor must also provide inventory management, quality surveillance, security, safety, and environmental protection. The contractor must be operational at both sites no later than 12 months after award. The contract includes a 48-month base period and multiple option periods extending through January 31, 2057.
