This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) part 12. This announcement constitutes the only solicitation; Offers are being requested and a separate written solicitation will not be issued.
RFQ Solicitation Number W912K6-26-Q-1CEI and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01, dated 13 March 2026.
Service Description: The Maryland Army National Guard (MDARNG) Surgeon’s Office requires contract medical provider services to perform medical readiness examinations, including Periodic Health Assessments (PHA), Post-Deployment Health Assessments (PDHA), and Post-Deployment Health Re-Assessments (PDHRA), to maintain and improve the Individual Medical Readiness (IMR) goals of the Maryland Army National Guard.
The Period of Performance shall be for one (1) full year from the date of award.
Anticipated PoP: 30 September 2026 to 29 September 2027
The contractor shall provide a licensed medical provider between the hours of 0800–1630 on Tuesday, Wednesday, and Friday, except on recognized US Federal holidays, during administrative closings, or when the Government facility is closed due to local/national emergencies.
Lunch Break: A 30-minute unpaid lunch is scheduled for each duty day.
Holiday Blackout Period: No services shall be performed from 24 December 2026 through 04 January 2027.
Work Locations: Performance shall be divided across two military installations in Maryland. Typically, the schedule will consist of two (2) days at CFMR and one (1) day at Edgewood per week:

The contractor shall provide one licensed medical provider to conduct Periodic Health Assessments (PHA), Post-Deployment Health Assessments (PDHA), Post-Deployment Health Re-Assessments (PDHRA), physical examinations for special military schools, and miscellaneous military medical examinations. The provider must document all assessments electronically in the Medical Operational Data System (MODS) and comply with all military, legal (including HIPAA and the Privacy Act), and regulatory policies. No medical treatment is authorized. Work is performed at Camp Fretterd Military Reservation (CFMR) in Reisterstown, MD and The Flight Surgeon's Clinic in Edgewood, MD, typically three days at CFMR and one day at Edgewood per week, Tuesday through Friday, 0800-1630, excluding federal holidays and a holiday blackout period from 24 December 2026 through 04 January 2027.
