Technical Proposal
Written narrative addressing ability to meet all requirements listed in the Statement of Work.
Description or proof of all required federal, state, and local licenses/permits to provide armored courier services.
Documentation of insurance coverage (liability, vehicle, and valuables coverage as specified). adequacy of armored vehicles (security features, GPS tracking, maintenance plan)

Background checks and security clearances

Staffing plan (number of personnel, scheduling, backup coverage)

Description and photographs of armored vehicles to be used, including security features.
Resumes or brief descriptions of qualifications for all key personnel assigned to this contract.
Detailed explanation of standard operating procedures, including chain of custody, emergency response, and reporting of lost/damaged items.
Evidence of minimum required experience (e.g., list of contracts, references, or performance reports for similar projects). Performance on contracts of similar size/scope (preferably healthcare or government). Timeliness, reliability, and security incident history
Confirmation of ability to meet required geographic coverage and response times.
Past Performance
Offerors shall submit the following information for at least three (3) recent and relevant contracts performed within the past five (5) years:

Brief description of work performed, including size and scope
Dollar value of the contract
Any incidents, complaints, or corrective actions related to performance, if applicable

Firm-fixed price for all services described in the Statement of Work.

Acknowledgement of any solicitation amendments
Certification on Limitation of Subcontracting filled and signed.

Submission Instructions:

Proposals shall be submitted via to Natalie.Acevedo@va.gov no later than August 7, 2026, at 10:00 AM ET, with the subject line: Response to Solicitation 36C24226Q0769 Armored Courier Service.

Questions must be submitted in writing via email by July 20, 2026.
Offerors are responsible for ensuring that proposals are complete and address all requirements. After said date, questions and clarifications will not be accepted unless the Contracting Officer determines otherwise.

All communication regarding this solicitation must be done via email. Telephonic calls will not be accepted.

Evaluation Approach.
Award will be made to the offeror whose proposal represents the lowest price that is technically acceptable. Technical acceptability will be determined based on the requirements outlined in the solicitation and the attached statement of work. Only those proposals that meet all stated minimum technical requirements will be considered for award.
Offers that are technically unacceptable will not be further evaluated or considered for award. All technically acceptable offers will be ranked according to price, and the lowest-priced technically acceptable offer will be selected.
The Government reserves the right to reject any or all offers that do not meet the minimum requirements.
The Government intends to make award based on initial offers received, without discussions. Therefore, Offerors should ensure their proposals are complete and contain their best pricing and terms.
Evaluations of Options" FAR 52.217-8 Option to Extend Services:
For purposes of award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 Option to Extend Services as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the contract each time an option is exercised under this clause. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.

FAR 52.212-2 Evaluation-Commercial Products and Commercial Services: In accordance with RFO FAR 12.201-1 and FAR 12.201-2 when appropriate, the contracting officer may (1) Insert the provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, in solicitations for commercial products or commercial services.

Basis for Award

Award will be made to the responsible quoter whose quote conforms to the solicitation and is determined to be technically acceptable, based on the evaluation factors set forth in this solicitation, and is the lowest price among those offers determined to be technically acceptable.

To be considered for award, the offeror must submit a complete quotation addressing all requirements outlined in the solicitation and must meet all minimum acceptability standards for each evaluation factor on a pass/fail basis. Only those quotations determined to be technically acceptable will be considered for award. Award will be made to the lowest-priced, technically acceptable offeror.

The following are the decision factors:

Technical Capability: The quotation will be evaluated to the extent to which it can meet the Government s requirements as outlined in the solicitation and based on the information requested in the addendum to 52.212-1, Instructions to Offerors section of the solicitation.

Past Performance: The past performance evaluation will assess the relative risks associated with a quoter s likelihood of success in fulfilling the solicitation s requirements as indicated by the quoter s record of past performance. The past performance evaluation may be based on the contracting officer s knowledge of and previous experience with the supply or service being acquired; Customer surveys, and past performance questionnaire replies, Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis.

Price: The Government will evaluate the price by adding the total of all line-item prices, including all options. The Total Evaluated Price will be that sum. Price will be evaluated to determine whether it is fair and reasonable and if it reflects that the offeror understands the work.

Description or proof of all required federal, state, and local licenses/permits to provide armored courier services. Documentation of insurance coverage (liability, vehicle, and valuables coverage as specified). adequacy of armored vehicles (security features, GPS tracking, maintenance plan) Background checks and security clearances Staffing plan (number of personnel, scheduling, backup coverage) Description and photographs of armored vehicles to be used, including security features. Resumes or brief descriptions of qualifications for all key personnel assigned to this contract. Detailed explanation of standard operating procedures, including chain of custody, emergency response, and reporting of lost/damaged items. Evidence of minimum required experience (e.g., list of contracts, references, or performance reports for similar projects). Performance on contracts of similar size/scope (preferably healthcare or government). Timeliness, reliability, and security incident history Confirmation of ability to meet required geographic coverage and response times. Past Performance Offerors shall submit the following information for at least three (3) recent and relevant contracts performed within the past five (5) years: Contract number and title Name and address of customer or client Point of contact, phone number, and email address Period of performance Brief description of work performed, including size and scope Dollar value of the contract Any incidents, complaints, or corrective actions related to performance, if applicable Price Proposal Firm-fixed price for all services described in the Statement of Work. Questions must be submitted in writing via email by July 20, 2026. Offerors are responsible for ensuring that proposals are complete and address all requirements. After said date, questions and clarifications will not be accepted unless the Contracting Officer determines otherwise. All communication regarding this solicitation must be done via email. Telephonic calls will not be accepted. Evaluation Approach. Award will be made to the offeror whose proposal represents the lowest price that is technically acceptable. Technical acceptability will be determined based on the requirements outlined in the solicitation and the attached statement of work. Only those proposals that meet all stated minimum technical requirements will be considered for award. Offers that are technically unacceptable will not be further evaluated or considered for award. All technically acceptable offers will be ranked according to price, and the lowest-priced technically acceptable offer will be selected. The Government reserves the right to reject any or all offers that do not meet the minimum requirements. The Government intends to make award based on initial offers received, without discussions. Therefore, Offerors should ensure their proposals are complete and contain their best pricing and terms. Evaluations of Options" FAR 52.217-8 Option to Extend Services: For purposes of award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 Option to Extend Services as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the contract each time an option is exercised under this clause. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8. Basis for Award Award will be made to the responsible quoter whose quote conforms to the solicitation and is determined to be technically acceptable, based on the evaluation factors set forth in this solicitation, and is the lowest price among those offers determined to be technically acceptable. To be considered for award, the offeror must submit a complete quotation addressing all requirements outlined in the solicitation and must meet all minimum acceptability standards for each evaluation factor on a pass/fail basis. Only those quotations determined to be technically acceptable will be considered for award. Award will be made to the lowest-priced, technically acceptable offeror. The following are the decision factors: Technical Capability: The quotation will be evaluated to the extent to which it can meet the Government s requirements as outlined in the solicitation and based on the information requested in the addendum to 52.212-1, Instructions to Offerors section of the solicitation. Past Performance: The past performance evaluation will assess the relative risks associated with a quoter s likelihood of success in fulfilling the solicitation s requirements as indicated by the quoter s record of past performance. The past performance evaluation may be based on the contracting officer s knowledge of and previous experience with the supply or service being acquired; Customer surveys, and past performance questionnaire replies, Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis. Price: The Government will evaluate the price by adding the total of all line-item prices, including all options. The Total Evaluated Price will be that sum.
