**Project Requirement **The Indiana National Guard at the MTC-ATT facility, Camp Atterbury, requires the design, purchase, and installation of a comprehensive CCTV system to monitor the exterior of buildings 733, 734, and 735, including the adjacent parking lot area. An existing Access Control system (Galaxy Controls) and associated network infrastructure are already in place across these buildings. Please see the attached Statement of Work (SOW) for more information.
Prime Contractor Self-Performance & Capability Requirements****Self-Performance Mandatory: This requirement is anticipated to be solicited under NAICS 238210 - Electrical Contractors and Other Wiring Installation Contractors. In accordance with FAR 52.219-14 (Limitations on Subcontracting), the Prime Contractor is required to perform at least 25% of the cost of the contract (excluding the cost of materials) with its own employees
Corporate Experience & Technical Capability: Offerors will be required to submit objective proof of their in-house technical capability to execute this project. To be considered for award, the Prime Contractor must demonstrate a corporate history of direct, hands-on installation and configuration of CCTV systems. Subcontractor qualifications, experience, and past performance will not be accepted as a substitute for the Prime Contractor's own corporate experience. Required Proof (At Solicitation Stage): Offerors will be required to submit manufacturer-specific certifications (e.g., Galaxy Controls or equivalent network system certs) and payroll/personnel certifications demonstrating that the technicians performing the physical installation are direct W-2 employees of the Prime Contractor.
The contractor shall provide all necessary hardware, software, materials, and labor to design, install, test, and certify a fully operational video surveillance system. This includes installing one Network Video Recorder (NVR) and Video Management Software (VMS) in the Security Office of Building 735, five fixed bullet-style cameras and one 180-degree panoramic camera across Buildings 733 and 735, one industrial-grade Ethernet switch in Building 733, and all Cat6 Plenum-rated cabling utilizing Power over Ethernet (PoE+). The system will utilize existing fiber network infrastructure between buildings. The contractor must also conduct project review meetings, coordinate changes with the Indiana National Guard project manager, conduct a final walkthrough and operational test, provide training to MTC-ATT personnel, and create as-built drawings and label all system connections.
