This is a combined synopsis/solicitation being issued under the authority of FAR Parts 12 and 13.5.
The Library of Congress (Library), one of the largest libraries in the world with over 150 million items, is seeking a single award IDIQ contract to continue performing researcher assessment, engagement, and analysis in line with the Library Collections and Services Group’s Strategic Plan. The consulting activities include research of the Library’s onsite and online users, review of the Library’s programs and initiatives, and other consulting activities related to the researcher experience.

Offeror questions are due no later than 09/09/2026 at 12:00 PM EST. Responses to offeror questions will be posted as an amendment to the solicitation at the same page where the solicitation and attachments are located.
Proposals are due no later than 09/28/2026 at 12:00 PM EST.
The contractor shall provide reviews of the Library’s data collection and assessment practices in research services, conduct research of the Library’s users at the Library’s Capitol Hill Campus and online to determine engagement and experience, and perform various other activities specified at the task order level relating to consulting and analyzing LCSG’s plans and programs. The work includes creating and implementing methodologies for research, process development, policy analysis, risk management, program/business process analyses, and providing presentations of findings.
