1.) This is a sole source solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2.) The Solicitation ID for this requirement is HT001426QE040, This Requirement is being solicited as a Request for Quotes (RFQ).
3.) This solicitation document incorporates provisions and clauses from Federal Acquisition Regulation (FAR), FAC 2026-01; and supplemental Regulations from the Defense Federal Acquisition Regulation Supplement (DFARS), DFARS Change 05/07/2026.

The contractor shall deliver one Nihon Kohden Pre-Assembled Port Video EEG (Product Type Code: NEUROCART-PLUS/ZA) with NIST 800-53 Image Installation (Product Type Code: #NIST800-53-N), Install Solution Software installation (Product Type Code: Install-Soultion-N), and Shipping and Handling to RDS Medical Unit, 250 Murray Lane SW, Washington DC 20509. All items are on a firm fixed price basis. Delivery must occur within 60 calendar days from the date of award to the Director, WRNMMC, Walter Reed National Military Medical Center, 8901 Wisconsin Ave, Bldg 54, Bethesda, MD 20889-5600. Inspection and acceptance will occur at both the source and destination locations. Item 0003 (Software Installation) has a delivery date on or before 02 Mar 2026. The contractor shall submit payment requests and receiving reports via Wide Area WorkFlow (WAWF) in accordance with DFARS 252.232-7003 and 252.232-7006. For delivered items with a Government's unit acquisition cost of $5,000 or more, the contractor shall provide unique item identifiers with machine-readable data matrix symbology compliant with ISO/IEC 16022 and report item identification data as part of the Material Inspection and Receiving Report.
