673 CS seeks telecomunications services where the contractor is required to provide, troubleshoot, and maintain comprehensive, continuous (24/7/365+) telecommunication services for Joint Base Elmendorf-Richardson (JBER), AK, ensuring operational reliability of 99.999%. This scope encompasses local, domestic long-distance, international long-distance, and toll-free telecommunication services (LLTS) --averaging 90,000 calls monthly. The contractor must supply all necessary transmission facilities, equipment, and maintenance up to the demarcation points, operating in full compliance with Federal Communications Commission (FCC), Programmable Unified Communications (PUC), Department of War (DoW), and Air Force standards.
The contractor shall provide local, long-distance, international, and toll-free communication services; provide all necessary transmission facilities, equipment, materials, maintenance, test equipment, and design layout to perform and provide long-distance and local services at the designated demarcation point; ensure the quoted solution is compatible with the government's current infrastructure; troubleshoot and maintain the operation of the long-distance and local circuits up to its termination point; follow all FCC, PUC, DOW, AF, and industry standards; provide services to JBER 24/7/365-366 with 99.999% reliability; respond to high priority outages onsite within one hour of notification; submit an Incident Response Plan and an Installation and Cutover Plan; and provide all Interconnection Agreements with the quote.
