Uniforms should fundamentally support all front-line employees in conducting their duties safely, comfortably, and perform well in various climate conditions. At a minimum the uniforms should look professional and appropriate which providing the durability required to perform WMATA's maintenance work.
The purpose of this solicitation is to initiate a competitive process for a 1-year contract with 4 option years.
The contractor shall provide a complete uniform supply and distribution program including design, customization, inventory management, and employee outfitting. Specific tasks include: developing detailed uniform designs and material specifications with commercial fabric technologies for durability and comfort; implementing a 24/7 e-commerce ordering system with real-time reporting, voucher tracking, and security measures; managing warehouse and fulfillment operations with forecasting and quality assurance; providing on-site employee sizing assistance within 10 business days of hire notification; maintaining local customer service operations with documented procedures for size exchanges, defective merchandise replacement, and warranty claims; conducting uniform quality testing for durability, colorfastness, and safety compliance; delivering initial uniform inventory and fulfilling ongoing replenishment orders; and providing monthly performance reporting on orders fulfilled, backorders, inventory levels, and customer service metrics. The contractor shall ensure all uniforms meet WMATA specifications including fade resistance, machine-washability, 12-month minimum lifecycle, reflective elements, rip-stop fabric, WMATA and department branding patches, and availability in sizes XXS to 5XL. Flame-retardant items must comply with ASTM and NFPA-70E standards. The contractor shall coordinate a transition plan within 10 days of notice to proceed addressing e-commerce platform setup, employee account management, inventory forecasting, backorder contingencies, on-site facility inspection capabilities, and information security.
