The Department of Public Works & Utilities, Administrative Division of the City of Wichita seeks technical
assistance in the development of a Community Resiliency Plan (CRP), the development of a risk and

Task 1: GHG Emissions Inventory
a. Update the City’s GHG inventory for municipal operations and with a comprehensive
Community GHG Inventory that covers Scope 1,2, and 3 emissions and related pollutants.
a. Create a community-wide GHG emissions inventory which includes accounting,
analysis, and report of the GHG emissions and climate pollution
b. Review and familiarize team with selected inventory and planning tools.
c. Select baseline year, assess which emissions fall within each scope of the inventory,
identify pollutants, and decide what sectors, facilities, and emissions sources will be
included, including drafting data requests.
d. Gather and organize available data, review for completeness and accuracy, and
identify areas with insufficient data availability.
e. Provide details on how data is analyzed.
f. Review calculations and findings with City team to confirm accuracy.
Task 2: GHG Emissions Projections (near -term and long- term) and anticipated reductions if the plan is
implemented
a. Create a GHG Emissions Inventory Report
a. Provide templates for charts and graphs for when changes to the data are made
b. Identify potential savings of GHG emissions from targeted activities
Task 3: Priority Measures
a. Following the GHG analysis described above, identify priority measures for the purposes of
guiding update of the Community Resiliency Plan
Task 4: Community Analysis
a. Develop a community risk assessment report for Wichita and surrounding communities within
the metropolitan area.
b. Include evaluations of government facilities, local infrastructure, and community resources

c. Work with staff to identify local climate threats and conduct community outreach events.
d. Create a final report and summary materials that can be distributed by staff at public events
Task 5: Update of the Community Resiliency Plan
a. Perform cost-benefit analysis for projects/initiatives in the community resilience plan
a. Identification of co-benefits to GHG reductions, including air quality improvements,
improved public health outcomes, economic benefits, increased climate resilience, and
other environmental benefits
b. Update plan goals based on results of GHG analysis, community analysis, and cost benefit
analysis. Plan should highlight projects that provide strong returns on investment, coordinate
citywide initiatives, and improve Wichita’s eligibility for State and Federal funding.
c. Develop a public dashboard or other mechanism for community engagement and tracking
progress
d. Revised CRP document ready for KDHE review and City Council consideration.
Task 6: Intersection with Other Funding Availability
a. Provide report of analysis of funding availability for priority measures.
Task 7: Coordination and Outreach
a. Draft community planning documents
b. Preparation of materials for engagement sessions (slides, handouts, surveys, email templates)
c. Create plan to solicit feedback on priority measures
d. Outline strategies and methods for soliciting and collecting public input on all aspects of the
planning process

Department of Health and Environment (KDHE), with an estimated period of performance of Date of Contract
