ON-LINE, WEB-BASED KNOWLEDGE TESTING SYSTEM FOR DRIVER SERVICES

1. STATEMENT OF PURPOSE:
The State of Tennessee, Department of Safety and Homeland Security (“TDOSHS” or “State”)
issues this Request for Information (“RFI”) for the purpose of determining the commercial
availability of an on-line, web-based knowledge testing system for driver services. We appreciate
your input and participation in this process.
2. BACKGROUND:
Activities conducted by the TDOSHS Driver Services Division:
(1) Issuance of driver licenses (commercial and non-commercial);
(2) Issuance of photo identification licenses;
(3) Handgun carry permits;
(4) Driving knowledge testing;
(5) Driving skills testing;
(6) Vision testing; and
(7) Maintaining driver history records.
Customers currently served:
Currently, the TDOSHS has served between seventy-five thousand and eighty thousand (75,000-
80,000) minors fifteen to seventeen (15-17) years of age using an on-line, web-based testing
platform for the completion of the written portion of the knowledge test to obtain a Class D
(Operator) or Class M (Motorcycle) driver license. An individual who is fourteen (14) year of age
with hardship approval may also take the on-line knowledge test with appropriate verification and
confirmation of the hardship approval.

TDOSHS is seeking:
TDOSHS is seeking an on-line, web-based knowledge testing system (“System”) that allows an
individual to take the knowledge test on-line without the need to physically come into a Driver
Services Center. The System must include the functionality to verify the identity of the parent or
guardian who will serve as the knowledge test proctor for the fifteen to seventeen (15-17) years of
age individual taking the test while protecting examination integrity. The System must also
include the functionality to confirm all necessary components of hardship approval before an
individual who is fourteen (14) years of age is allowed to take the on-line knowledge test.

solicitations related to this project and a response to this RFI will not create any contract
rights. Responses to this RFI will become property of the State.

5.2. The information gathered during this RFI is part of an ongoing procurement. In order to
prevent an unfair advantage among potential respondents, the RFI responses will not be
available until after the completion of evaluation of any responses, proposals, or bids
resulting from a Request for Qualifications, Request for Proposals, Invitation to Bid or other
procurement method. In the event that the State chooses not to go further in the
procurement process and responses are never evaluated, the responses to the
procurement including the responses to the RFI, will be considered confidential by the
State.
5.3. The State will not pay for any costs associated with responding to this RFI.

e. On which browsers will the System operate. Include mobile browsers on both android and
iOS operating systems.
f. The volume capacity of the System.
g. Encryption techniques and processes that are used to protect personally identifiable
information (PII) of both the test-taker and the proctor.
h. Describe supported APIs, authentication methods, and data exchange options.
i. Describe implementation approach, onboarding, training, and support.
j. Describe reporting and administrative capabilities.

5. Please describe support and maintenance services that would be offered to the State for the
System and describe the levels of support that would be offered, and how they would be
offered, to test-takers and proctors.
6. Please list any other states utilizing the System being presented and the length of time in use
in each state.
7. Please describe methods used to detect impersonation, unauthorized assistance, screen
sharing, remote desktop software, virtual machines, multiple devices, AI misuse, and other
attempts to compromise exam integrity.
8. Please describe the System’s compliance with ADA and WCAG 2.1/2.2 Level AA. Include all
accommodations and accessibility features.
9. For the System being presented, please describe the following related to Cybersecurity and
Privacy:
a. The System’s overall security architecture.
b. Encryption in transit and at rest.
c. How authentication and Multi-Factor Authentication (MFA) is established.
d. What network security controls are in place.
e. What processes are in place related to: audit logging, monitoring, incident response,
vulnerability management, penetration testing, and data retention.
f. Identify applicable security certifications or framework alignment (SOC 2, ISO 27001, NIST,
etc.)
10. For the System being presented, please describe the following related to Artificial Intelligence
(“AI”):
a. AI/MI capabilities within the System.
b. AI use cases (identity verification, fraud detection, behavior analysis, etc.).
c. Human review of AI decisions, explainability, bias mitigation, and whether customer data is
used to train AI models.
