  1. STATEMENT OF PURPOSE:
    The State of Tennessee, Department of Mental Health and Substance Abuse Services
    (“TDMHSAS”) issues this Request for Information (“RFI”) for the purpose of reviewing options
    available for a Federal Poverty Level % (PARO Score) Solution. We appreciate your input and
    participation in this process.
  2. BACKGROUND:
    The Tennessee Department of Mental Health and Substance Abuse Services operates four (4)
    Regional Mental Health Institutes (RMHIs) that provide inpatient psychiatric care and treatment
    for individuals across the state. These facilities are located in Chattanooga, Nashville, Bolivar,
    and Memphis and collectively serve a patient population with complex behavioral health needs.
    TDMHSAS is seeking information from qualified vendors regarding a Federal Poverty Level %
    (PARO Score) Solution, such as a system, portal, or website that identifies a patient's financial
    history, likelihood of payment, etc., and calculates the patient’s poverty level. Further, it should
    allow for setting the returned percentage to indicate if a patient was one hundred and thirty-eight
    percent (138%) or higher, helping to easily identify whether the patient qualified for special
    forgiveness or assistance programs. The Department is particularly interested in automation via a
    website or online portal. TDMHSAS further understands that the features described above may
    come in a broader Presumptive Charity function and that TDMHSAS may utilize only certain
    necessary features.

In order to prevent an unfair advantage among potential respondents, the RFI responses will not be available until after the completion of evaluation of any responses, proposals, or bids resulting from a Request for Qualifications, Request for Proposals, Invitation to Bid or other procurement method. In the event that the state chooses not to go further in the procurement process and responses are never evaluated, the responses to the procurement including the responses to the RFI, will be considered confidential by the State. 5.3. Can the system automatically verify income eligibility against uploaded documentation? Or does it have a method by which to pull income to debt ratio on its own in order to make determinations? 7. Is there an easy-to-use calculator for individuals to determine FPL eligibility, specifically regarding Medicaid or grant eligibility?
