Containerized Seedlings and Services
The winning contractor will be responsible for producing containerized seedlings that meet the necessary seed upgrade/growing/delivery specifications outlined in the RFP to fulfill the Michigan DNR's annual seedling order. The DNR will provide the seed in advance. The contractor must perform or subcontract seed upgrading to increase germination rates, grow seedlings to specified container volumes and height/diameter standards, grade and sort seedlings, hold them in cold storage, and deliver them thawed but dormant and healthy. Seedlings must be delivered between April 1 and May 1 for spring planting, typically to four field offices in Michigan (Grayling, Gaylord, Newberry, Ishpeming), shipped in refrigerated trailers staged for approximately two weeks. The contractor must also appoint a contractor representative, provide a quality assurance program, submit a project plan within 30 calendar days of the effective date, and comply with ADA digital accessibility standards.
