NEMT Broker for Medicaid FFS Beneficiaries

The Contractor will serve as the NEMT broker and administrator for eligible Medicaid fee-for-service (FFS) beneficiaries residing in Wayne, Oakland, and Macomb Counties with the potential for expansion to all Michigan Counties. The Contractor must provide a monthly capitated rate per eligible FFS beneficiary, which is all-inclusive for both NEMT services and administrative duties. The Contractor must submit a proposal to provide NEMT services both in Wayne, Oakland, and Macomb Counties, and services statewide (including Wayne, Oakland and Macomb Counties). The Contractor will be responsible for all aspects of the NEMT program, including but not limited to: managing a contact center and NEMT reservations, verifying beneficiary eligibility, ensuring on-time transportation performance, maintaining transportation provider/driver standards, submitting accurate encounter/claims data, and providing various reports to MDHHS. The contract is expected to have an effective date of August 1, 2027, and expire on July 31, 2030, with potential renewal for up to five additional one-year periods.
