EXT GSA | Presidio Highlands Owner/GC LBE Liasion

Project Summary: Presidio Highlands Phase 1 is a mixed-use residential development located at 3333 California Street in San Francisco. Prado Group, in partnership with Suffolk Construction, is seeking proposals from qualified firms to provide Local Business Enterprise (LBE) Liaison Services supporting LBE participation throughout design, procurement, and construction. The selected consultant will provide coordinated services to both the Owner and General Contractor under separate but aligned scopes of work.
Scope of Work: The RFP includes three coordinated scopes of work: an Owner contract fo-cused on LBE program development, stakeholder coordination, oversight, communications, and reporting; a Contractor contract supporting procurement outreach, bid assistance, compliance documentation, and construction-phase LBE participation; and a shared scope that includes maintaining a project-wide outreach database, opportunity calendar, public workshops, monthly coordination meetings, and participation tracking dashboard.
Pre-Bid Meeting: No pre-bid meeting is currently scheduled.
Proposal Submission: Proposals are due by 5:00 p.m. on Friday, July 24, 2026. Firms should submit a single PDF proposal via email to Casey Hession that includes firm qualifications, rele-vant experience, proposed staffing, project approach, fee proposal, and references.
