The majority of the contract scope is primarily large tunneling work. The tunneling work is a very specialized construction that includes large shafts and trenchless technology. As such, very limited contractors can perform this work nationwide. PUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s). Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s).
