The City of San Diego's Transportation Department is responsible for managing and preserving approximately 7,016 lane miles of public streets consisting of approximately 6,348 lane miles of asphalt roadways and 668 lane miles of concrete roadways through its Pavement Management Program. The program supports the City's commitment to maintaining transportation infrastructure in a cost-effective and data-driven manner by identifying pavement preservation and rehabilitation needs, prioritizing projects, and optimizing the use of available funding.
To support these efforts, the Transportation Department utilizes a pavement management system to collect, store, manage, and analyze pavement condition data and related asset information. The system supports engineering decision-making by evaluating current pavement conditions, forecasting pavement deterioration, developing deterioration models, recommending maintenance and rehabilitation treatments, prioritizing candidate projects, performing budget and scenario analyses, and generating reports that support capital planning, budget development, and public communication. The overall objective of the City's pavement management program is to maintain an accurate and complete pavement database that supports cost-effective decisions related to pavement maintenance, rehabilitation, long-term preservation, and investment planning across the City's roadway network.
The City's pavement management program relies on recurring citywide pavement condition assessments conducted in accordance with ASTM D6433, "Standard Practice for Roads and Parking Lots Pavement Condition Index Surveys," or the most current version. Historical pavement condition data spanning multiple assessment cycles has been collected and maintained providing a valuable record of pavement performance that supports long-term asset management, lifecycle planning, and investment decision-making. Any future pavement management solution should be capable of leveraging or migrating existing historical pavement inventory and condition data to preserve continuity of the City's asset management program.
The City is currently preparing to procure its next citywide pavement condition assessment services contract. As the City evaluates its long-term pavement management needs, it is seeking information regarding commercially available pavement management systems and related implementation services. Information received through this Request for Information (RFI) will help the City better understand the current marketplace, available technologies, implementation approaches, system integration capabilities, data migration considerations, vendor experience, and industry best practices.
