As-Needed Semi-Off-Grid EV Charging Solutions

The City is seeking As-Needed Semi-Off-Grid EV Charging technologies to support its broader EV charging network in furtherance of the City’s Climate Action Plan goal of achieving Citywide net zero emissions. The Semi-Off-Grid Charging technologies will be deployed across a portfolio of City sites, which could include off-street parking lots and garages at City operations yards, parks, beaches, or office buildings.
The City seeks to select a Contractor that can provide Semi-off Grid Charging solutions for purchase, lease, or rent, that the City can utilize for temporary or permanent EV charging needs of light, medium, and heavy-duty vehicles. The types of sites and charging solutions needs are outlined in Section B and Section C of this Scope of Work (Exhibit B). The Semi-off Grid Charging solution chosen will align to best meet the needs of the City for the best value based on the proposals received and the criteria set forth in this Scope of Work.

If vendors are unable to provide hard copy proposal packages with wet signatures, you may submit an electronic signed copy (using DocuSign, Adobe, or a scanned signature) through the PlanetBids portal by the Closing Date and Time. Vendors will be required to provide four (4) original wet signature hard copies when requested by the City of San Diego.

1. File Requirements:
   Proposers will be required to provide one or more types of files depending on the solicitation:
   a. RESPONSE FILE: Proposers will only be able to upload one (1) document in the "Response File" section of PlanetBids. This may be the complete proposal submission or the Executive Summary, or other document depending on the solicitation type.
   b. GENERAL ATTACHMENTS: Each required file will have its own sub-label, ie. Proposal – Part 1, Proposal – Part 2, etc. These will be provided for solicitations that require multi part responses.
2. REQUIRED DOCUMENTS. Proposers are responsible for ensuring that all required information and documentation are provided. Proposers are responsible for satisfying all proposal submission requirements.
3. IMPORTANT: Do not wait until the last min to submit bids. Due to the high volume of traffic on the internet, the internet has experienced periodic slowdown and connection issues. The agency and PlanetBids are not responsible for connection issues.
