The South Dakota Department of Transportation wishes to
solicit proposals for the maintenance and care of the “Wasta” dual site
interstate rest area located on Interstate highway 90 East at mileposts 98.6
and Interstate Highway West 98.6.
Offerors may email inquiries concerning this RFP to obtain
clarification of requirements. No
inquiries will be accepted after the date and time indicated in the Schedule of
Activities. Inquiries must be emailed to Lexi Lassle at lexi.lassle@state.sd.us
with the subject line “RFP #26RFP19915”.
The State will to respond to offeror’s inquiries (if
required) via e-mail. In addition, all
inquiries and the State’s response will be posted on the state’s e-procurement
system. Offerors may not rely on any other statements, either of a written or
oral nature, that alter any specification or other term or condition of this
RFP. Offerors will be notified in the
same manner as indicated above regarding any modifications to this RFP.

The caretaker is responsible for the daily cleaning and disinfection of rest rooms and fixtures, which is the highest priority item. This includes cleaning doors, windows, walls, partitions, floors, and fixtures. Grounds maintenance includes mowing lawn grass areas before the average height reaches 4 inches and not shorter than 2 inches, watering, fertilizing, seeding and sodding, weed control, and pest control. The caretaker must also maintain native grass areas, trees and shrubs, walks, parking areas, drives, picnic shelters, trash containers, pet exercise areas, water wells/water systems, trailer waste stations, and sewage lagoons. Daily inspections and duties include inspecting mechanical equipment, lighting, dispensers, drains, pipes, valves, chlorinator, flags, and grounds. Weekly duties include checking sprinkler systems, inspecting trees and shrubs, inspecting the sewage lagoon, and removing tumbleweeds. Monthly duties include taking drinking water samples and checking the sewage lagoon for vegetation. Semi-annual inspections are conducted with a DOT representative.
