The work may include removal of up to 206 standing dead trees ranging from 4 inches to 100 inches in diameter at breast height, with trees assigned to priority categories based on location, access constraints, and removal difficulty. The Contractor must prepare a Tree Removal Strategy Plan, field mark and verify trees with Valley Water, photograph and geolocate each removed tree, and maintain project records in a geodatabase. Tree removal must be performed manually with chainsaws, leaving a 2 to 3 foot stump to minimize soil disturbance, and felled material must be carried, winched, or crane-lifted from the channel as appropriate. The Contractor must chip, haul, and dispose of all cut material off site, with no material left in the project area. Work must comply with environmental protection requirements, Valley Water biological clearance procedures, traffic and pedestrian safety controls, access restrictions, best management practices, and limits on equipment use within the channel and maintenance roads. Bidders must possess a valid California C-49 Tree and Palm Contractor license, have an ISA Certified Arborist on staff, and demonstrate at least five years of experience working in riparian habitats, complying with environmental permits, and coordinating with biologists for biological resource protection.
