  1. Notice is provided by the Township Secretary that sealed proposals will be received by the Township of Lower Merion for the following:

  1. Sealed proposals shall be submitted online via the Pennbid Program (https://pennbid.bonfirehub.com).

  2. Proposals will be received until 11 am, prevailing time, Thursday, August 27, 2026 at which time they will be publicly opened and read aloud.

  3. Each Proposal shall be accompanied by a Bid Guaranty as specified in the Instructions to Bidders section of the Bid Document.

  4. A Performance Bond and Labor and Materials Bond in the amount of 100% are required. Also, a Maintenance Bond in the amount of 25% is required.

  5. Bidders may obtain electronic copies of drawings and specifications of this project, at no cost, on the PennBid website noted above.

  6. All interested Bidders may, at their convenience, view the exterior project area at 1440 Manoa Rd, Penn Wynne, Pennsylvania 19096.

  7. Scope of Work
    The work includes, but is not limited to, sawcutting and selective demolition; replacement of depressed curb, including pavement restoration; selective topside concrete apron replacement; and associated apron sealant replacement. Award is planned for September 23, 2026 with Construction Notice to Proceed planned for October 2026 pending contract execution. Construction to be performed and completed Fall 2026.

  8. Detailed specifications developed by Pennoni Associates, Inc. Questions regarding the project scope shall be submitted via the “Messages” feature in PennBid. The last day for receipt of written questions is end of business day of Friday, August 14, 2026.

  9. ATTENTION IS CALLED TO THE FACT THAT NOT LESS THAN THE MINIMUM SALARIES AND WAGES AS SET FORTH IN THE CONTRACT DOCUMENTS MUST BE PAID ON THIS PROJECT, AND THAT THE CONTRACTOR MUST ENSURE THAT EMPLOYEES AND APPLICANTS FOR THE EMPLOYMENT ARE NOT DISCRIMINATED AGAINST BECAUSE OF THEIR, RACE, COLOR, RELIGIOUS CREED, ANCESTRY, AGE, SEX, NATIONAL ORIGIN, PHYSICAL OR MENTAL DISABILITY, OR BECAUSE OF A PERSON'S SEXUAL ORIENTATION, GENDER IDENTITY OR GENDER EXPRESSION.

  10. The Board of Commissioners reserves the right to reject any or all bids or parts thereof or to waive any informality or irregularity as deemed to the best interest of the Township.
