WE ARE SEEKING PROFESSIONAL SERVICES FOR THE FOLLOWING TASKS

    The Contractor shall complete construction work in accordance with approved permit drawings, specifications, and all applicable City, State, Federal, HUD, OSHA, and Philadelphia L&I requirements.

The Contractor shall:
Provide all required labor, supervision, tools, materials, and equipment
Maintain a safe, clean, and secure work site at all times
Maintain business operations, pedestrian access, and public right-of-ways throughout construction to the greatest extent practicable. Temporary closures or access restrictions shall be limited to those necessary to safely perform the work. Identify all planned closures and access restrictions as milestones within the project schedule and provide a written safety and execution plan to BBG and affected businesses with a minimum of two (2) weeks advance notice prior to implementation
Maintain construction schedules
Coordinate inspections and required permits
Coordinate with business owners to minimize disruption
Promptly address deficiencies identified during inspections

  1. Cost Proposal
    The responsive Contractor shall submit:
    A detailed cost proposal priced against the $30,000 per-property maximum
    Schedule of values per property
    Unit pricing where applicable
    Hourly rates for additional work
    Proposed project schedule

Construction work will be awarded on a grouped package basis at the discretion of LNPCDC and BBG. LNPCDC reserves the right to increase, decrease, or eliminate properties from the program based on funding availability, owner participation, or project feasibility.

  1. Permits and Code Compliance
    The Contractor shall comply with all applicable:
    Philadelphia L&I requirements
    OSHA standards
    HUD requirements
    Historic preservation requirements where applicable

The Contractor shall respond promptly to permit comments, inspection issues, and code compliance matters.

  1. Coordination with BBG
    The Contractor shall coordinate with BBG regarding:
    Construction clarifications
    Shop drawings and submittals
    Requests for Information (RFIs)
    Proposed substitutions
    Field conditions
    Change order requests

Contractors shall primarily coordinate with BBG on all design, construction, coordination, and contract related matters. Limited communication may be required with LNPCDC, SWRL, and participating property owners throughout the duration of the project.

Deviations from approved plans shall not be permitted without written authorization from LNPCDC and BBG.

Additional work or change orders may not proceed without prior written approval from the appropriate project representatives (LNPCDC, BBG, PHA, and Commerce), as applicable.

  1. Construction Inspections
    The Contractor shall participate in construction progress inspections with representatives from LNPCDC and BBG. The Contractor shall promptly correct any identified deficiencies or non-conforming work.

  2. Final Inspection
    Upon substantial completion, the Contractor shall participate in a final inspection with LNPCDC, BBG, Commerce, PHA, SWRL, and the property owner. A punch list may be issued and must be completed prior to final payment.

  3. Payment
    The Contractor shall submit:

    Schedule of values
    Lien waivers
    Supporting documentation for completed work

Payment schedules will be established through the final negotiated construction agreement.

    The Contractor shall guarantee all workmanship and installed materials for a minimum period of twelve (12) months from final acceptance. The Contractor shall promptly address warranty issues identified by LNPCDC, BBG, or the property owner.

The selected Contractor shall maintain, at its sole cost and expense, the following minimum insurance coverage for the duration of the project and shall provide certificates of insurance to LNPCDC and BBG prior to mobilization:

REQUIRED INFORMATION
Proposals submitted to LNPCDC and BBG shall include:

  1. Description of similar storefront, façade, or commercial rehabilitation projects completed by the firm.
  2. Qualifications and experience of personnel assigned to the project.
  3. Current contractor licenses and insurance certificates evidencing the limits specified in the Insurance Requirements section.
