Loyalsock Township will receive bids for Curb Cuts Phase II. The Township will receive bids through PennBid online or paper bids at the Loyalsock Township Municipal Building, 2501 East 3rd Street Williamsport, PA 17700, until 1:00 P.M., Local Prevailing Time, Tuesday, August 11, 2026. If submitting paper bids, submit one (1) original plus two (2) copies. Bids will be publicly opened and read aloud at the regular Township meeting that evening at 7:00 at the Township Municipal Building.
Work shall include but not be limited to providing:
Removing the existing sidewalk and curb areas as designated on the plan and installing approximately fifty-one (51) new ADA-compliant handicap access concrete curb ramps with detectable warning surface at various intersections with associated site clearing, traffic control and pavement and lawn restoration.
Prospective Bidders may review the Conformed Project Manual through the PennBid website. The Conformed Project Manual will also be available at Bassett Engineering’s office and at the Township office during its normal business hours. Refer to the Bassett Engineering and PennBid websites (www.bassetteng.com & https://https://pennbid.bonfirehub.com/, respectively) for details of the contract, and updated plan holders’ lists. Prospective Bidders may purchase paper copies of the Conformed Project Manual from Bassett Engineering upon payment to Bassett Engineering of a non-refundable fee of $180 per set, plus a $60 mailing fee per set if applicable (or shipping account number).
Loyalsock Township will only accept Bids from interested parties who have purchased and received the Conformed Project Manual from Bassett Engineering OR those bidding through the PennBid website.
The Engineer will conduct a pre-bid meeting at 10:00 AM Monday, July 27, 2026, to allow for technical assistance with the electronic bidding platform (PennBid) at the Loyalsock Township Municipal Building
workers, per 24 CFR Part 75.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 project are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. The Township, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project.
Loyalsock Township may hold bids for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of the Bidders prior to awarding the contract. The Township reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
