MIRIA Grant – New Water Services (2026)

Upper Southampton Municipal Authority (Owner) is requesting Bids for the construction of the following Project:
MIRIA Grant – New Water Services (2026)

Bids for the construction of the Project will be received electronically via the PennBid Program by the Upper Southampton Municipal Authority until 2:00 p.m. local time, Tuesday, August 11, 2026. A summary of bids received will be issued via a Public Notice on PennBid after bid opening. It should be noted that bid results are subject to further review and should not be construed as an issuance of an award.
The Project includes the following Work:
The Work generally includes all materials, labor, and equipment necessary for the connection of 38 water services to an existing water main on Fern Road, Pearl Drive, Holly Road, Charlotte, and Bristol Road within Upper Southampton.

All project documents are available at no cost at PennBid (https://pennbid.bonfirehub.com).
Pre-bid Conference
A mandatory pre-bid conference for the Project will be held on Monday, July 27, 2026 at 10:00 a.m. at 945 Street Road, Southampton, PA 18966. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
Instructions to Bidders
For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Attention is called to the fact that Davis Bacon rates as determined by Department of Labor must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.
Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States.
The Upper Southampton Municipal Authority hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.

Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
