Willow Lake Water Pollution Control Facility will engage a recognized electrical distribution testing contractor to perform preventive maintenance, testing, and power loading on the electrical distribution system, guided by NETA MTS-2019. The testing program is designed to completely test all Willow Lake and River Road electrical distribution equipment on a three to five-year cycle with some critical equipment tested annually. The estimated testing hours needed through June 30, 2027, are 325 hours. The contractor shall also be qualified to perform a comprehensive Arc Flash and coordination study of the entire Willow Lake and/or River Road electrical system as requested by the City. Work includes testing of main switchgear, S&C pad mount switches, oil-filled transformers, cable sets, distribution switchboards, motor control centers, motor controllers, 480 volt switchgear, circuit breakers, dry transformers, power factor capacitors, generators, protective relays, ground fault systems, electrical system analysis, motor electrical and vibration analysis, infrared testing, partial discharge testing, UPS systems, and auto/manual transfer switches.
