This Request for Proposal (RFP) is being released by the New York State (NYS) Office of General Services (OGS) Division of Financial Administration on behalf of the OGS Division of Real Estate (DRE). The State of New York, Office of General Services, Real Property Management and Facilities Management (RP&FM) and Utilities Management oversee the operation of the Rockwell Automation System that is in use at the Central Air Conditioning Plant and River Front Pumping Station. These two complex mechanical facilities work in tandem to provide approximately 12 million square feet of the Empire State Plaza with heating and air conditioning services. The Rockwell Automation System is solely responsible for the operation of all major mechanical components in both facilities, as well as many ancillary systems. Additionally, the Rockwell Automated System operates a separate chilled water system which provides critical cooling to all computer room data centers located at the Empire State Plaza.
Accordingly, OGS is seeking a vendor to provide comprehensive equipment service and maintenance for the Rockwell Automation System.
Proposers may not utilize subcontractors to fulfill the requirements of this contract.
Proposers are advised that the State’s intent is to ensure that only responsive, responsible, qualified, and reliable Contractors enter into a contract to perform the work as defined in this document.
The State considers the following qualifications to be a pre-requisite in order to be considered a qualified Proposer for purposes of the Solicitation. Proposers not meeting the qualifications below will be disqualified.
The following minimum requirements must be met by each Proposer:
A. Proposing firm must have been in the business of servicing and maintaining a redundant Rockwell Automation Network Server System for, at minimum, the last five years; and
B. Proposing firm must hold a current Rockwell Automation Integrator Toolkit Agreement and have previously held said agreement for, at minimum, the last five years.
The State of New York retains the right to request any additional information pertaining to the Contractor's ability, qualifications, and procedures used to accomplish all work under this contract, as it deems necessary to ensure safe and satisfactory work.
