Background & Purpose
The New York State Office of Addiction Services and Supports (OASAS) provides State Aid funding to subrecipient provider agencies that deliver prevention, treatment, and recovery services across New York State. OASAS currently monitors subrecipient fiscal compliance, expense reporting, and fund allocation through manual, paper- and spreadsheet-based processes that limit visibility, slow review cycles, and increase the risk of reporting errors.
OASAS is seeking to design, configure, implement, and support the State Aid Subrecipient Monitoring Application (SASMA), a secure, Salesforce-based digital platform that will enable subrecipient organizations to submit, track, and reconcile State Aid expenses against approved allocations, and will enable OASAS staff to review, validate, and approve subrecipient expense submissions in a controlled, auditable workflow.

Funding Details
OASAS intends to award one (1) contract to provide the services outlined herein. The anticipated contract term is up to twelve (12) months, with a maximum contract value anticpated at under $150,000.
Eligibility Criteria:
To meet the eligibility criteria vendors must meet all the following requirements:
Operate as a New York State Certified Minority and Women-Owned Business Enterprise (MWBE) OR a New York State Certified Service-Disabled Veteran-Owned Business (SDVOB).
Certified Salesforce Partner.
3+ Years Experience with Salesforce PSS based solutions. PSS Certified resources required.
Experience with Salesforce Experience Cloud for external provider/stakeholder portal development.
Experience with Salesforce OmniStudio for guided workflows, dynamic forms, and process automation. OmniStudio Certified resources required.
Experience serving NYC/NYS public sector agencies.
Experience with grants management and/or subrecipient monitoring compliance frameworks would be preferred but is not required.

Proposal Requirements
Vendor proposals should be concise while providing sufficient detail for OASAS to evaluate the vendor’s ability to successfully perform the required services. At a minimum, proposals should include the following:
Vendor Qualifications – A description demonstrating how the vendor meets the minimum eligibility and qualification requirements identified in this procurement opportunity.
Technical Approach – A narrative describing how the vendor proposes to meet the requirements outlined in the Scope of Work, including the proposed approach, methodology, project plan, and deliverables.
Project Team – Identification of the key personnel who will perform the work, including a summary of their relevant experience and qualifications.
Project Schedule – A high-level timeline demonstrating how the vendor will complete the required work within the anticipated contract term.
Cost Proposal – A proposed budget detailing all anticipated costs associated with completing the Scope of Work. The total proposed cost shall not exceed $150,000.
Assumptions and Dependencies – Identification of any assumptions, dependencies, or information the vendor believes is necessary for successful completion of the project.
OASAS reserves the right to request additional information or clarification from vendors during its evaluation of proposals.
Proposal Evaluation
OASAS intends to make an award based on the proposal determined to represent the best value to the State. In making this determination, OASAS may consider factors including, but not limited to, the vendor’s qualifications and experience, demonstrated understanding of the Scope of Work, proposed technical approach, ability to successfully complete the project within the required timeframe, and proposed cost
Questions and Responses
There will be no formal Question and Answer period. However, vendors may submit questions by email to oasasprocurements@oasas.ny.gov. OASAS will make reasonable efforts to respond within two (2) business days. At its sole discretion, if OASAS determines that a question and response would be beneficial to all potential applicants, OASAS reserves the right to post both the question and the corresponding response on the New York State Contract Reporter for public review.
