The Office of General Services (OGS) is re-posting Solicitation #23311, originally advertised in the New York State Contract Reporter (ad # 2127444). Any documents that were obtained from the previous posting should be disregarded.
As advancements in technology continue to grow at a rapid pace, the need to hire hourly based information technology staff is essential to an agency's success, and the hiring of hourly staff is and has been an ever-increasing challenge for state and local governments. The intent of the Hourly Based Information Technology Services (HBITS) contract is to provide a procurement vehicle for any government entity across the state to utilize staff augmentation to keep critical projects and services moving forward. Under this Contract, Authorized Users will issue competitive Task Orders, review submissions from Contractors, and perform a preliminary Candidate technical evaluation, interview, perform a post interview evaluation, and hire HBITS staff based on their Position requirements from a list of forty-nine (49) titles offered with multiple levels of experience, in three (3) regions, under the contract. OGS plans to award no more than 45 vendors. The mandatory minimum qualifications to be considered for award under any contract resulting from this Solicitation are:
Bidder shall have been in continuous operation for the past three (3) years supplying Hourly Based Information Technology Services
Bidder must have provided at least six (6) IT staff placements to Government Entities in the United States in any combination of the six (6) highest-demand New York State Job Titles as defined by the Solicitation through direct placements as the Contract holder or indirect placements as the Subcontractor, or a combination of both, within the last three (3) years
Bidder must demonstrate a minimum of at least $700,000 in verifiable sales for providing IT staff placements within the scope of the Solicitation to Government Entities within the United States as the Contract holder (direct), Subcontractor (indirect), or through a combination of both (direct or indirect) within the last three (3) years

Bid Solicitation Update (4/28/26):
Due to the volume of questions received for the Second Round of Bidder Questions, OGS is unable to issue responses by the tentative date specified in the Key Events Table (April 29, 2026). There is currently no revised release date scheduled. If necessary, the Bid Opening Date for Solicitation 23311 will be revised commensurate with the issue date of OGS Responses to the Second Round of Bidder Questions.
All other terms and conditions of the Solicitation remain unchanged. All Bids shall be considered on the basis of any/all amendments.
Bid Solicitation Update (5/6/26):
OGS has received several inquiries regarding Bid Solicitation Update #3.
OGS requires additional time to ensure comprehensive responses to all Bidder inquiries submitted during the Second Round of Bidder Questions and is unable to predict a release date at this time. OGS understands that Bidders will require time to review all issued responses before finalizing their Bids for submission.
Subsequently, OGS is issuing a tentative revised Bid Opening Date which will be three weeks from the date of the OGS Response to the Second Round of Bidder Questions.
All other terms and conditions of the Solicitation remain unchanged. All Bids shall be considered on the basis of any/all amendments.
Bid Solicitation Update (5/19/26):
OGS is still in the process of reviewing the Bidder inquiries received during the Second Round Q&A period. In the interim, OGS has received many inquiries regarding a revised Bid Opening Date.
Subsequently, OGS is issuing a tentative revised Bid Opening Date of July 1, 2026.
Please be advised that the forthcoming OGS responses to Bidder Questions (round 2) may result in material revisions to the Solicitation documents. Bidder is responsible for ensuring their Bid is compliant with the information in the final Solicitation documents; this may require re-submission of any Bids that have already been submitted. Bids submitted based on outdated information shall be considered non-responsive.

OGS is still in the process of reviewing the Bidder inquiries received during the Second Round Q&A period.

Bid Solicitation Update (6/25/26):
OGS will be postponing the Bid Opening date. Bids are no longer due July 1, 2026, however, there is no revised date available at this time. The tentative revised Bid Opening Date remains three weeks from the date of the OGS Response to the Second Round of Bidder Questions.
OGS has received a large volume of email and phone calls requesting Solicitation updates. Correspondence to the Designated Contacts and shared mailbox regarding Solicitation updates may not be returned, as responding to each individual inquiry diverts resources from the process of finalizing responses to the Bidder inquiries received during the Second Round Q&A period. All updates to the Solicitation will be distributed on the OGS webpage and the New York State Contract Reporter.
