ECAM is responsible for the oversight, development, and protection of geothermal resources within the State of New Mexico. This includes the authority to investigate, characterize, remediate, and manage geothermal wells and associated facilities on state and private lands, with concurrent jurisdiction on federal lands where applicable, and to further the understanding and protection of correlative rights (NMSA 1978, § 71- 9-5, A and §71-9-7 [2016]). The purpose of this solicitation is to establish a statewide contracting mechanism for vendors capable of providing geothermal drilling, testing, laboratory analysis, and related technical services necessary to support resource evaluation, environmental protection, and long-term management of geothermal systems in areas where correlative rights to a geothermal resource is poorly understood by current subsurface knowledge and industry standards.
