PRE-EMPLOYMENT/CURRENT EMPLOYEE BACKGROUND CHECKS AND OTHER
RELATED SERVICES
NJ TRANSIT is requesting Proposals from qualified consulting firms to provide Pre-
Employment/Current Employee Background Checks and Other Related Services with the
intention of awarding a contract to the organization(s) whose Proposal is most advantageous to
NJ TRANSIT, price and other factors considered.
To obtain the Request for Proposal (RFP) and all proposal documents, interested firms must
register with Bid Express at www.bidexpress.com. There is no cost to register or upload a
proposal.
NJ TRANSIT’s Pre-Proposal Conference will be held utilizing a telephone and video conference
via Microsoft Teams, which is scheduled for the date and time specified in Attachment D (subject
to change by Addenda) to the RFP, for the purpose of discussing general information relating to
the project.
The RFP Instructions and Attachment D list all deadlines and requirements for submitting
Proposals. Technical Proposals and Cost Proposals must be received on or before Tuesday,
August 4, 2026, at 11:00 A.M., EST via Bid Express.
NJ TRANSIT further requires that its Consultants agree to take all necessary and responsible
steps in accordance with N.J.S.A. 52:32-17 et seq.; N.J.S.A 52:32-31.1 et seq., and N.J.A.C.
17:13-1.1 et seq.; N.J.A.C. 17:14-1.1 et seq., and other applicable regulation to ensure that Small
Business Enterprises (SBEs)/Disabled Veteran-Owned Businesses (DVOBs) have the
opportunity to participate in the performance of this Contract. A zero percent (0%) SBE/DVOB
Goal has been assigned to this project.
Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C.
17:27.
