REQUEST FOR PROPOSAL (RFP) No. 0000240
OUTDOOR ADVERTISING MANAGEMENT SERVICES
NJ TRANSIT is requesting Proposals from qualified consulting firms to create and manage NJ
TRANSIT’s revenue-generating Billboard Advertising inventory. The selected consulting firm will
be granted the exclusive right to provide the agency with management of its inventory related to
Billboard and Other Outdoor Structures. The selected consulting firm would manage and maintain
the licensing of various types of advertising signs, structures, billboards and displays within the
NJ TRANSIT rights of way, as well as on terminals, buildings, property and other NJ TRANSIT
facilities with the intention of awarding a contract to the organization(s) whose Proposal offers the
best value to NJ TRANSIT.
To obtain the RFP and all Proposal documents, interested firms must register with the electronic
bidding platform, Bid Express, at www.bidexpress.com. There is no cost to register or upload
a Proposal.
NJ TRANSIT Pre-Proposal Conference will be held utilizing a telephone and video conference via
Microsoft Teams, scheduled for the date and time specified in Attachment D (subject to change
by Addenda) to the RFP, for the purpose of discussing general information relating to the project.
Attendance to the Pre-Proposal Conference is voluntary.
The RFP Instructions and Attachment D list all deadlines and requirements for submitting
Proposals. Technical Proposals and Cost Proposals must be received on or before Thursday,
September 17, 2026 at 11:00 A.M., EST via Bid Express.
