- The New Hampshire Department of Health and Human Services (the Department), Division for Children, Youth and Families (DCYF), is issuing this Request for Information (RFI) to gather information from qualified organizations with experience in evaluating secure detention facilities, residential treatment, juvenile justice, and trauma‑informed care program.
The Department seeks vendor input on approaches to conducting a comprehensive assessment of current Sununu Youth Services Center (SYSC) operations and recommendations for improvement, including considerations related to SYSC’s planned transition to a new facility. The Department is particularly interested in seeking responses from organizations with expertise in:
Trauma‑informed treatment models for youth, restorative practices, and therapeutic milieu management;
Restorative justice programming;
Secure juvenile justice residential operations and safety practices;
Behavioral support systems, de‑escalation and therapeutic environment management;
Organizational assessment, including staffing studies, leadership evaluation, safety assessments, quality assurance systems, and training system evaluation; and
Leadership, workforce development, staff well‑being, and strategies for recruitment and retention.
