SERVICE DESCRIPTION, FUNDING AND CONTRACTING INFORMATION
PURPOSE AND OVERVIEW
Multnomah County wants to get the word out that some local freshwater fish are healthier to eat than others. We
are looking for people interested in talking with their community about fishing and eating fish from the Lower
Willamette River (LWR) from the Sellwood Bridge to where it meets the Columbia River and fish from the
Columbia Slough from Blue and Fairview Lakes to Kelley Point Park.[Maps Attached in the Buyers
Attachment section labeled as Attachment B & C] There is the opportunity to participate in workshops and
create community-centered materials related to the LWR Fish Advisory and the Columbia Slough Fish
Advisory.
We will be looking for these components:
• Community fishes/eat fish from the Lower Willamette River and Columbia Slough
• Community has limited access to the fish advisories
• Community disproportionately impacted by environmental hazards
• Community trusts and has long-standing relationships with organizations submitting their proposal on
these RIP.
• Integration of Traditional Health Workers in outreach
Information about the fish advisories:
Description
The updated Lower Willamette River (LWR) fish advisory was issued April 11, 2018 from the Oregon Health
Authority. It informs the public of which fish/shellfish to eat and which to avoid or be careful about eating.

The Columbia Slough fish advisory was updated in 2022 and more information can be found at:

Background: This project focuses on two separate local waterways:
The Lower Willamette River's Portland Harbor area is contaminated with harmful substances like dioxins,
heavy metals, and polychlorinated-biphenyls (PCBs). This pollution poses significant health and environmental
risks, which requires cleanup under the United States’ Superfund legislation.
Under the Superfund program, companies responsible for pollution must help pay for cleanup. These
companies, known as 'Potentially Responsible Parties' (PRPs), include current or past owners, operators, and
those who handled toxic waste. In Portland Harbor, over 150 PRPs—mostly from past industries like shipping,
pesticide, and lumber—are funding the cleanup.
The Columbia Slough is also contaminated with chemicals left behind by years of past farming and industrial
activity. The Oregon Department of Environmental Quality (DEQ) is overseeing the cleanup, working with the
City of Portland to reduce pollution and improve the waterway's health.
Because of health risks from eating non-migratory fish, there are official warnings for both the Lower
Willamette River and the Columbia Slough. Multnomah County uses EPA funding for "institutional controls"—
non-technical steps like education and outreach—to help protect people from contaminated fish in the Lower
Willamette River. Additionally, the DEQ and the Port of Portland support these efforts to share fish safety
information for the Columbia Slough with the affected communities.
SCOPE OF WORK
The Multnomah County Health Department (MCHD), Public Health Division, Environmental Health Services
Program, seeks to establish a mechanism to position those who work with impacted communities, including
Refugee, Immigrant, Migrant (RIM) Communities, subsistence fishers, parents, and children to conduct
community-based health outreach and engagement in the following activities.
1. Co-create a workplan with the County for Jan-Dec 2027. Note: the workplan shall reflect most of the
work ($25,000) is focused on the Lower Willamette River and the rest ($5,000) is focused on the
Columbia Slough.
2. Conduct community-based health outreach activities, including Traditional Health Workers (THWs).
3. Engage affected communities: Refugee, Immigrant, Migrant (RIM) Communities, pregnant/parenting,
subsistence fishers, preparers of fish during outreach.
4. Provide food, meeting space, child care for outreach activities.
5. Translate (as needed) and print materials into languages used in affected communities.
6. Promote Lower Willamette River (LWR) and Columbia Slough Fish Advisory materials at culturally
specific events.
7. Share fish advisory information via social, digital and traditional media; community mural projects, etc.
8. Conduct listening sessions on LWR fish advisory sign design.
9. Coordinate outreach activities with technical assistance from MCHD Fish Advisory Program Specialist
Senior; can include training of THWs with CEU credits.
10. Provide summary of outreach activities to the County by July 2027 and December 2027 for county
evaluator.
METHOD OF AWARD
The County intends to award three (3) vendors to provide these services based on the highest scores. If the
selected organization(s) does not execute a written signed agreement with Multnomah County within a
reasonable amount of time, Multnomah County reserves the right to enter into an agreement with the next most
qualified organization.
ESTIMATED PURCHASES
The County does not guarantee that any minimum number of services will be purchased. Maximum payment
under this contract, including expenses, is $90,000 ($30,000 per the three highest vendors: $25,000 for LWR
fish advisory and $5,000 for Columbia Slough fish advisory.)
PERFORMANCE MEASURES
Administrative & Planning Measures
• Workplan Approval: 100% completion and submission of the Jan–Dec 2027 workplan by January 31,
2027.
• Mid-Term Reporting: Complete data package and summary narrative submitted to the county evaluator
by July 15, 2027.
• Final Reporting: Comprehensive year-end data package and final narrative submitted to the county
evaluator by December 31, 2027.
Outreach Volume & Demographics Measures
• Event Frequency: Minimum of [4] culturally specific outreach events completed across the contract
period.
• Listening Sessions: Minimum of [1] sign-design listening sessions hosted by MCHD and documented.
• Total Reach: Minimum of [300] unique community participants engaged face-to-face. This should
include peer to peer outreach in preferred languages (e.g. markets, temples, fishing sites, family-oriented
events, small living room presentations).
• Priority Population Target: Minimum of 75% of total participants must self-identify as RIM,
pregnant/parenting, or subsistence fishers/preparers.
• THW Engagement: Minimum of [24] Traditional Health Workers trained and awarded official CEU
credits if utilizing THWs (may include classroom discussions, a boat tour, agency expert panel sessions,
a field visit).
Service Delivery & Barrier Removal Measures
• Support Services Rate: 100% of core outreach events must provide documented childcare, food, and
accessible meeting space.
• Resource Distribution: Total dollar value of food vouchers, stipends, or grocery cards distributed to
participants recorded.
Materials & Media Measures
• Translation Standard: 100% of core advisory materials translated into primary target languages using a
two-step community review process. Note: some materials are already translated and may also be used.
• Material Distribution Volume: Minimum of [500] physical fish advisory flyers or brochures distributed.
• Media Tracking: Total documented impressions from digital, social, and traditional media platforms
reported semi-annually.
• (Optional) Community Art Project: Complete a large-scale art project, such as a mural, with local
resident involvement; document and report progress semi-annually.
METHOD OF CONTRACTING
A Services Contract form is attached showing the standard terms and conditions. Carefully review the terms and
conditions of the Contract.
Additional Contract terms related to this procurement, if any, are set out below in the section entitled Special
Contract Terms and Conditions.
TERM OF CONTRACT
The contract term shall be 1 year. The County shall have the option to renew this contract for one (1) additional
one (1) year period(s) or until a project started under this contract has completed, whichever is later. The
effective date of the contracts shall be the date on which each party has signed the contract, unless earlier
terminated, the termination date of all contracts issued under this RIP shall be five (5) years from the initial, first
contract execution.
CONTRACT NEGOTIATIONS
The County will initiate contract negotiations with the responsive and responsible Proposer with the highest
scoring proposal. Multnomah County may, at its option, elect to negotiate general contract terms and conditions,
services, pricing, implementation schedules, and such other terms as the County determines are in the County’s
best interest. If negotiations fail to result in a contract, the County reserves the right to terminate the negotiations
and initiate contract negotiations with the next highest scoring responsive and responsible Proposer. This
process may continue until a contract agreement is reached.
INSURANCE REQUIREMENTS
The insurance requirements are set forth in Exhibit 2 of the Services Contract located in the Buyer Attachments
page.
MINIMUM PROPOSAL SUBMITTAL REQUIREMENTS
At the time of proposal submission, Proposers must meet the following minimum requirements. Failure to
provide any of the required documents or meet any of the below requirements shall result in rejection of the
proposal.
1. The Proposal response must be received by Multnomah County Purchasing no later than 4:00 P.M. local
Pacific Time on the proposal submission deadline.
2. Proposer Representations and Certifications - The Proposer must certify that they agree to the
Proposers Representation and Certification terms in the Prerequisite page of the Sourcing Event.
At the time of Contracting, Proposers must meet the following minimum requirements. Failure to provide any
of the required documents or meet any of the below requirements shall result in cancellation of the contract:
1. Proposers must be legal entities, currently registered to do business in the State of Oregon (per ORS
60.701).
2. Proposers must have a completed Pre-Award Risk Assessment if federal funds are used for this sourcing
event.
3. Proposers must submit verification that all insurance requirements are met.
