SPECIFICATIONS AND ADDITIONAL REQUIREMENTS
See Attachment A - Scope of Services for specifications and additional requirements.
RESPONSIBLE BUSINESS PRACTICE
• Contractor shall reuse, salvage, or recycle as much waste materials as economically feasible. Minimize waste
disposal in landfills.
• Contractor shall plan for route optimization in providing services.
• Contractor shall make a reasonable effort to include diverse suppliers, vendors, and subcontractors in the conduct
of your business and supply chain.
PREVAILING WAGE
Prevailing Wage Rates apply to this project for the repairs and maintenance work. Contractor shall comply fully with the
provisions of ORS 279C.800 through 279C.870. The Contractor shall pay workers at no less than the specified minimum
hourly rate of wage as provided in the Oregon Bureau of Labor and Industries (BOLI) publication titled "Prevailing Wage
Rates for Public Works Contracts in Oregon, which is incorporated herein by reference,
https://www.oregon.gov/boli/WHD/PWR/pages/pwr_state.aspx. Every subcontract shall contain a provision requiring
payment of prevailing wage pursuant to the provisions of ORS 279C.800 through 279C.870.
Current Prevailing Wage Rate and Apprentice Rates: Effective July 5, 2026.
SERVICE PERIOD
Services will be for a five-year period of time.
CONTRACT AWARD
The County may award contracts for the design, build, and installation of cabinetry, casework, millwork, finish carpentry,
and countertops. The County is seeking to award multiple contracts, as determined by the County, to the responsive and
responsible Bidders(s) whose Bid(s) the County determines is most advantageous to the County based on lowest priced
bids for items described in this ITB.
Multnomah County strongly encourages the participation of Minority-Owned, Women-Owned, and Emerging Small
Businesses and Organizations in providing these services.

BID SUBMISSION
Bids must be submitted electronically through this Sourcing Event.
• Attachment B – Sample Pricing Worksheet must be completed and uploaded to Question 2.1.
• Attachment C - Cooperative Purchasing Vendor Agreement to be completed and uploaded to Question 2.2.
MINIMUM REQUIREMENTS
At the time of bid submission, Bidder must meet the following minimum requirements. Failure to provide any of the
required documents or meet any of the below requirements shall result in rejection of the proposal.
1. The Bid response must be received by Multnomah County Purchasing no later than 2:00 P.M. local Portland time
on the proposal submission deadline.
2. Bidders Representations and Certifications - The Bidder must certify they agree to the Proposer's Representation
and Certification terms in the Pre-requisite page of the Sourcing Event.
At the time of Contracting, Bidders must meet the following minimum requirements. Failure to provide any of the
required documents or meet any of the below requirements shall result in cancellation of the contract
1. Bidders must be legal entities, currently registered to do business in the State of Oregon (per ORS 60.701).
