JULY 13, 2026 NOTICE TO BIDDERS FOR JOB ORDER CONTRACT NUMBERS 153, 154, & 155 LA COUNTY (CDBG Projects) IFB NUMBER LACDA26-044 Notice is hereby given that bids will be received by the Los Angeles County Development Authority (LACDA) until the date indicated below under Solicitation Requirements for Job Order Contract Numbers 153, 154, & 155 for construction services. The term of the contracts will be for one (1) year or the expenditure of the maximum contract value ($6,402,606.00), whichever comes first. Provided however, that if a work order is issued by LACDA prior to the expiration of the annual contract period, the contract term shall be automatically extended solely to allow the original scope of such work order to be completed. There is no minimum contract value. Bidders must answer all questions in the solicitation package. Failure to submit accurate and complete responses may result in a determination that the bidder is non-responsible. This will include furnishing all labor, material and equipment, and performing all work necessary and incidental in accordance with the Statement of Work (SOW) Attachment B and contract documents. The Invitation for Bid (IFB) package containing all submission requirements may be downloaded from the LACDA’s Procurement System website at https://procurement.opengov.com/portal/lacda. In submitting a bid, each bidder thereby agrees that, if awarded a contract Attachment A, it shall execute a standard LACDA contract, a sample of which is attached to the bid package for reference. The LACDA shall not award a contract to, or be obligated to execute a contract with, any bidder who refuses to execute said standard LACDA contract. Bidders shall guarantee their bid for a minimum of 270 days. Bidders must submit separate bids for each JOC Contract number. A Job Order Contract (hereinafter called JOC) is a competitively bid, firm fixed priced indefinite quantity contract pursuant to which the Contractor may perform an ongoing series of individual projects at different locations throughout the County of Los Angeles. It includes a collection of detailed repair remodeling, refurbishment, alteration and other construction tasks and specifications that have established unit prices. Ordering is accomplished by the issuance of a Work Order against the Contract. The work of this Contract will be set forth in the Detailed Scope of Work referenced in the individual Work Orders. The Gordian JOC SolutionTM includes Gordian’s proprietary JOC Software and JOC Applications, construction cost data, and Construction Task Catalog® which shall be used by the Contractor solely for the purpose of fulfilling its obligations under this Contract, including the preparation and submission of Job Order Bid, Price Proposals, subcontractor lists, and other requirements specified by the Owner. Details on the JOC program are available in this solicitation package under Work Ordering Procedure. The LACDA reserves the right to reject any and all proposals. This bid is not a contract or commitment of any kind. The LACDA is not liable for costs incurred in the preparation of the respondent’s bid. LACDA reserves the right to issue supplementary information or guidelines related to this IFB. Notwithstanding any other provisions herein, the LACDA reserves the right in its sole discretion to waive minor technical deficiencies in the bid. CONTRACT REQUIREMENTS: All pertinent regulations, ordinances, and statutes of the LACDA, State of California, and County of Los Angeles will be rigidly enforced including by reference, but not limited to: • Insurances (Please refer to the Sample LACDA Construction Contract for required values and additional requirements). • General Liability Insurance with Additional Insured Endorsement (shall include Completed Operations and be on a primary and non-contributory basis). • Automobile Liability Insurance, coverage shall include owned, hired, non-owned, OR any auto. • Workers Compensation Liability Insurance, shall be Statutory and include Employer's liability, and a waiver of subrogation. • This is a federal assisted construction/service contract, and Federal labor standards, including Davis-Bacon and related acts, State Prevailing Wage Requirements and, California Labor Code 1770, will be enforced.
