The Kansas Board of Regents (KBOR) is seeking competitive bid proposals from qualified vendors to provide student loan billing, servicing, payment processing, borrower communication, account maintenance, reporting, reconciliation, and collection support services for loan and repayment obligations administered by KBOR.
This solicitation is for outsourced billing, servicing, payment processing, borrower communication, reporting, reconciliation, and collection support services using the vendor's existing or commercially available servicing environment. KBOR is not seeking custom software development or a State-owned billing platform. Any borrower portal, administrative access, payment processing functionality, reporting dashboard, data exchange capability, or similar technology must be provided and maintained by the vendor as part of the contracted services.
The vendor will maintain accurate borrower and account records; generate and deliver billing statements, notices, and delinquency communications; provide a secure borrower self-service portal; process electronic payments, checks, returned payments, refunds, and adjustments; support delinquency management and collection activities; provide administrative access, dashboards, standard reports, and ad hoc data exports for KBOR staff; and comply with all applicable federal and state laws regarding privacy, consumer protection, data security, and debt collection.
