ON-CALL PLANNING SUPPORT SERVICES
You are invited to submit to the Metropolitan Atlanta Rapid Transit Authority (“MARTA” or “Authority”),
a proposal for the above-captioned solicitation. A Virtual Pre-Proposal Conference will be held to discuss
the Request for Proposals Number P50816 (“RFP”) using the following weblink:

received by the Authority no later than 2:00 p.m. (local time) on September 8, 2026. The RFP can be

for Proposals/Log-in (first time users must register).

The Contractor shall provide professional on-call planning support services on an as-needed basis, including: Category A – Strategic Planning and Advisory Services (financial analyses, fiscal impact analyses, investment optimization, economic/market/site analysis, integrated land use/economic/transportation models, grant strategy, system/regional planning, strategic decision-making, policy development, public-facing web-based tool development); Category B – Planning Analytics, Support, and Research (assessments/evaluations/studies such as service evaluation, network evaluation, feasibility/alternatives analyses, multimodal demand analysis, economic value/cost-benefit metrics, new mobility modes, infrastructure/core capacity, fare/revenue, traffic/ITS studies, transit signal/bicycle/pedestrian priority; analytics including big data, probe data, travel demand/ridership forecasting; technical support for transit planning software, federal compliance/reporting, data visualizations); Category C – Environmental Planning and NEPA Program Support (environmental planning and document preparation, environmental analysis and in-field work including Section 4(f), Section 106, traffic/parking/pedestrians/bicycles, air quality/greenhouse gases, noise/vibration, energy, historic/archaeological/cultural resources, hazardous materials, water resources, ecosystems, endangered species, Section 404 permits, cumulative impacts, public involvement; environmental process support including scoping, engagement materials, comment period preparation, public meeting attendance; environmental permitting, due diligence, and compliance; environmental program implementation and operations including Phase I and II site assessments).
