The Georgia Environmental Finance Authority (GEFA), on behalf of Georgia Environmental Protection Division (EPD), Georgia local governments, related stakeholders/customers, and Georgia citizens, is interested in receiving responses from firms interested in providing consulting services to perform, prepare and produce a Clean Water Needs Survey (CWNS). The purpose of the CWNS is assessing capital investment needed for publicly owned wastewater collection and treatment facilities to meet the water quality goals of the Clean Water Act (CWA), in adherence with EPA and CWA requirements, and determining eligibility of projects for the Clean Water State Revolving Fund (CWSRF) for Georgia. It is envisioned that the successful consultant will evaluate current data, documentation, and projects to produce the CWNS to appropriately and accurately report needs in a manner that will maximize the potential benefit to Georgia and assist in the state's collaborative Report to Congress with other states and territories.

I. General Information
A. PROCUREMENT OVERVIEW
The Georgia Environmental Finance Authority (GEFA), on behalf of Georgia Environmental Protection Division
(EPD), Georgia local governments, related stakeholders/customers, and Georgia citizens, is interested in receiving
responses from firms interested in providing consulting services to perform, prepare and produce a Clean Water
Needs Survey (CWNS). The purpose of the CWNS is assessing capital investment needed for publicly owned
