The selected firm will act as an independent third-party Commissioning Authority reporting directly to GWCCA and will be responsible for providing full lifecycle commissioning services, including Measurement & Verification (M&V) coordination, for a comprehensive portfolio of Energy Conservation Measures (ECMs) and Facility Improvement Measures (FIMs). Major project components include Building Automation System (BAS) replacement and upgrades (applies to approximately 250 existing AHUs and 100 new VAVs/PIUs), central plant improvements including chiller and boiler plant upgrades (one chiller/boiler plant receiving three new chillers and burner management & combustion controls upgrades applied to four existing boilers), hydronic system upgrades (pumps, valves, decouplers in C-Plant), kitchen ventilation demand control systems (applies to five kitchen hoods), and generator peak shaving systems (applies to four 1,250 kW existing diesel-electric generators and associated 13.8 kV electrical gear which will be refurbished/upgraded). The CxA shall provide services across Design & Pre-Construction Phase, Construction Phase, Functional Performance Testing (FPT), and Building Automation System (BAS) Commissioning.
