Chatham County Board of Commissioners is soliciting proposals from qualified vendor(s) to provide underground utility locating and marking fiber services via the state of Georgia's Utility Notification Center (GA811) for the County's telecommunications utilities. All locating and marking services are to be performed in accordance with O.C.G.A 25-9, GPSC Rule 515-9-4, GPSC Rule 515-9-6, and any local codes or ordinances. Chatham County, GA has approximately 75 miles of underground fiber conduit that services multiple sites throughout the county.

GENERAL INFORMATION FOR REQUEST FOR PROPOSALS
This is an invitation to submit a proposal to supply Chatham County with services as indicated
herein. Proposals shall be submitted on-line on the County’s procurement portal
https://chathamcountyga.bonfirehub.com/portal up to 5:00 P.M., September 30, 2026. The
Purchasing Director reserves the right to reject any and all proposals and to waive formalities.
Instructions for preparation and submission of a qualification proposal are contained in the Request
for Proposal package. Please note that specific forms for submission of a proposal are required.
Any changes to the conditions and specifications must be in the form of a written addendum to be
valid; therefore, the Purchasing Director will issue a written addendum to document approved
changes. For good and sufficient reason, up to 24 hours before the advertised deadline, the County
may extend the response schedule. An addendum will be issued setting forth the new date and
time.

The selected Contractor will receive underground utility locate requests directly from GA811 and manage the entire telecommunications locating and marking process for Chatham County. The Contractor shall furnish all labor, supervision, tools, materials, paint, flags, equipment and transportation to perform Underground Utilities Locating and Marking Fiber Services in accordance with O.C.G.A 25-9, GPSC Rule 515-9-4, GPSC Rule 515-9-6, and any local codes or ordinances. The Contractor must mark the underground utility line and report the marking status to the PRIS within 48 hours that begins at 7:00 am the next business day of the received locate request. The Contractor is also required to investigate all damages to the County's underground utilities and prepare damage investigation packets.
