I. GENERAL PROJECT INFORMATION:
A. OVERVIEW
Coweta County, (the “County”), received a Safe Streets and Roads for All (SS4A)
grant for the purpose of developing a Comprehensive Safety Action Plan (“Plan”).
The County is requesting qualifications for professional services from firms,
(“Proposers”), that have been prequalified in the appropriate Area Classes by the
Georgia Department of Transportation, with experience in developing
comprehensive transportation safety action plans. The proposer will lead and assist
the County with the plan development. At a minimum, the Safety Action Plan must
include the seven elements of a Comprehensive Safety Action Plan, as defined by
the SS4A grant terms and conditions. This request for qualifications (“RFQ”) outlines
the requirements and general scope of work for this solicitation. The County
reserves the right to reject any or all Statements of Qualifications or Technical
Approaches, and to waive technicalities and informalities at its discretion.
B. CONTACT WITH COUNTY STAFF
There shall be no contact or discussion of any kind regarding any aspect of this RFQ
with Coweta County personnel other than the Transportation Planning Director, Sid
Bedenbaugh. Contacts made with anyone other than the Transportation Planning
Director related to this RFQ without prior approval by Coweta County may result in
disqualification of the contacting organization.
The consultant will analyze crash data, identify systemic and location-specific safety issues, prepare maps of high-crash locations, hold at least two public engagement meetings, meet with county departments (Sheriff, Fire, Transit, Road, School System), review existing policies, and develop a Safety Action Plan addressing identified issues. The plan must include the seven SS4A elements and adhere to federal regulations.
