System Functional Requirements
The proposed system shall be capable of monitoring, controlling, and integrating the following components: – Swing Doors (345) – DPS Monitoring Points (56) – Gate Control Points (3) – Sliding Doors (11) – Intercom Stations (428) – Paging Zones (33) – IP Camera Integration via RTSP (130) – County standard: Avigilon – Panic Alarm Inputs (22) – Watch Tour Monitoring Points (29) – Card Readers (25) – County standard: Avigilon – Lighting Control – Television (TV) Control
System Components and Infrastructure Requirements
The following components are anticipated to be required as part of the proposed solution. Equivalent alternatives must be approved by the County prior to submission: – Workstations: Dell workstations with 27" Dell monitors and APC UPS battery backup, fully integrated with the County's existing EcoStruxure IT monitoring environment, for security system operations – Server Infrastructure: Dell rack-mounted server with APC UPS, fully integrated into the existing EcoStruxure IT environment, supporting both server and network switching infrastructure – Relay Control Modules: Three (3) modules to interface with and control existing relays to remain in service – System Exchanges: Fifteen (15) units – Intercom Master Stations: Thirteen (13) units – Low Voltage Power Supplies: Ten (10) units
Card Access Control System – Enclosures: Three (3) – Card Readers: Twenty-five (25) – Controller Boards ("Main System Boards'): Three (3) – Expansion Modules: Nineteen (19) – Access Control Server: One (1)
Documentation and Deliverables
The selected firm shall provide the following: – Complete shop drawings – Equipment layout drawings – Device termination drawings – Comprehensive training for County staff and system administrators – All shipping and freight costs to the project site

You are invited to submit a proposal to the Jackson County Board of Commissioners,
Jefferson, Georgia for an Access Control System for the Jackson County Jail.
Attached hereto are the general conditions, technical specifications, and submittal format.
The written requirements contained in this Request for Proposal (RFP) shall not be changed or
superseded except by written addendum from Jackson County Purchasing Department. Failure to
comply with the written requirements for this RFP may result in disqualification of the submittal by
Jackson County.
Submittals are to be submitted with one (1) signed copy and one scanned copy on thumb drive, sealed,
marked with the vendor's name and address and labeled:

Jackson County reserves the right to reject any and all submittals, to waive any technicalities or
irregularities and to award contracts based on the highest and best interest of Jackson County.
